The motion carried unanimously (5-0).

F. Resolution #96-07. Adoption 1996 Compensation Plan for City Employees

Mr. Fritsinger stated the intent of the 1996 Compensation Plan was to develop a pay structure
that was linear in nature and met all state mandated pay equity requirements. He noted the plan
contains no general percentage range increase. Rather, ranges were specifically adjusted and
went down in some cases. He stated the objective was to have all employees in pay compliance
relative to job point values.

MOTION:

Malone moved and Keirn seconded a motion to adopt Resolution No. 96-07,
Adopting 1996 Compensation Plan for City Employees. The motion carried
unanimously (5-0).

ADMINISTRATOR COMMENTS

Mr. Fritsinger stated the Cleveland A venue bridge had been repaired and is open again.
Councilmember Keirn inquired jf the weight restriction had been changed. Mr. Fritsinger replied
the weight restriction is 6,000 pounds.

Mr. Fritsinger noted that County Road F bridge will be closed for road construction in New
Brighton, and that Staff has requested New Brighton place a sign on Old Highway 10 to notify
the residents. Councilmember Aplikowski noted that a barricade had been placed before the
bridge, with no notice to traffic.

Mr. Fritsinger stated that several residents had expressed concern about Northern States Power
(NSP) potentially doing work in the area that would require tearing up portions of County Road
F. He stated Mr. Stafford contacted NSP, and they indicated they have no plans to do work of
this nature in the area this summer.

Mayor Probst inquired if the hot mix was now being delivered. Mr. Stafford replied that the
asphalt plants would be open by the second or third week in May, and material would be readily
available at that time.

Mr. Fritsinger stated staff is working on creating a system of performance areas for the Local
Performance Aid Program required by the State. He stated a plan must be presented in 1997, but
efforts must be made towards the project in 1996.

Mr. Fritsinger stated a resolution was being drafted regarding the joint State Highway 35W
corridor group. He stated a number of issues will affect the neighboring cities of Arden Hills,
