He stated a formal resolution would be brought to the May 13, <br />1996, City Council meeting, and would like any comments on the draft before that date. <br /> <br />COUNCIL COMMENTS <br /> <br />Councilmember Keirn inquired where the May 28th regular Council meeting will be held. Mr. <br />Fritsinger stated it would be held at the New Brighton City Hall, and he did not believe New <br />Brighton is having their Council meeting that same evening. <br /> <br />Councilmember Aplikowski inquired ifthat was the same night as the Parks and Recreation <br />meeting. Ms. Walsh replied that meeting was rescheduled for May 21 st. <br /> <br />Councilmember Aplikowski inquired if the Planning Commission meeting should be scheduled <br />for June 5th, not June 7th, and if the Parks and Recreation Committee meeting on June 27th <br />should be at a different time than 4:30 p.m. Mr. Fritsinger stated he will verify the dates and <br />times. <br /> <br />Councilmember Aplikowski stated the lot on Lake Johanna Boulevard described in the <br />McFarland letter is unsightly. Mr. Fritsinger stated Staff has notified the owners. He stated that <br />procedurally staff has historically waited until a complaint is received before taking action in <br />such cases. <br /> <br />Councilmember Malone stated that this year's HACA aid is $87,600; while he expected next <br />year's amount to drop to about $60,000. He commented on the State's reverse revenue sharing, <br />and indicated he did not want more time spent on paperwork than what the City would get out of <br />the Local Performance Aid program. <br /> <br />Councilmember Hicks stated the neighborhood consensus is to re-stripe the segment of County <br />Road E with a center left-turn lane, and felt the 35 mph speed limit was dangerous. Mr. Stafford <br />stated he has written the County to re-stripe the segment in the same fashion as in 1995 as soon <br />as possible. <br /> <br />Mayor Probst stated he was receiving updates on the ice arena project in Blaine. He stated the <br />City has not yet been officially approached to be a part of the project, but that other cities are <br />having doubts about joining the project. <br /> <br />Mayor Probst reviewed for the audience that Anoka County has agreed to issue the bonds to pay <br />the capital costs for the ice arena project and in turn, ice time will be purchased by the <br />surrounding cities to pay for the revenue bonds. He stated the issue is how the ice time will be <br />split in the event all of it is not purchased. <br />
