Resolution #96-36a. Adopting Final Assessment Roll (8 Years Amortization) For
Parcels 3 and 11

MOTION:

Aplikowski moved and Keirn seconded a motion to adopt Resolution No. 96-36a,
Adopting Final Assessment Roll (8 Years Amortization) For Parcels 3 and 11.
The motion carried unanimously (4-0).

ADMINISTRATOR COMMENTS

Mr. Fritsinger noted the County Road F construction project and concern about the slow pace by
Midwest Asphalt to complete the long punch list. He advised staff has discussed this issue and
recommended the Council consider imposing a $450 per day penalty for not completing this
work by July 1st. It was noted this is a contractual requirement. Council consensus was reached
to direct staff to so inform Midwest Asphalt.

Mr. Fritsinger commented on the need to encourage Ramsey County to place the Tony Schmidt
Park on their CIP priority list. He eXplained there have been some changes in Ramsey County
park funding and suggested the City encourage them to move the Tony Schmidt Park to the top
of their list by having Mayor Probst forward a letter to the County Commissioners to make this
request for 1997. Mr Fritsinger also suggested the City hold a neighborhood meeting later this
fall (as Ramsey County approaches their budget process) to gather more support for that action.

Mayor Probst stated his concurrence with Mr. Fritsinger's suggestion and intention to send
Ramsey County a letter congratulating them for funding other projects and encouraging them to
now consider the Tony Schmidt Park.

COUNCIL COMMENTS

Councilmember Keirn advised that due to another commitment, she will be unable to attend the
June 12, 1996, Human Rights Commission meeting.

Councilmember Keirn commented on the Perry Park opening and added it was a wonderful time.
Mayor Probst indicated he was disappointed at the limited press coverage ofthis park opening,
especially considering the large announcement of this event. Councilmember Aplikowski
explained the Park and Recreation Committee is hoping to hold an opening each year at a
different park.

Councilmember Aplikowski updated the Council regarding the newsletter articles. She advised
she is planning to go to Rochester and that this event is well attended by New Brighton
representatives so she hopes to be joined by others from Arden Hills.

Mayor Probst inquired regarding the County Road F punch list items and expressed similar
concerns with the Stowe Avenue project which is not completed. Mr. Stonehouse explained
about one-half of the punch list is completed and staff is talking with the contractor on a weekly
