ARDEN HILLS CITY COUNCIL — SEPTEMBER 8, 2025 <br />B. August 11, 2025, Regular City Council <br />MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br />motion to approve the August 11, 2025, Special City Council Work Session <br />meeting minutes as amended and the August 11, 2025, Regular City Council <br />meeting minutes as amended. The motion carried (5-0). <br />8. CONSENT CALENDAR <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B. Motion to Approve Resolution 2025-056 Accepting Donation from the Arden Hills <br />Foundation <br />C. Motion to Approve Amended Planned Unit Development Agreement — 3529 <br />Lexington Avenue — Planning Case 25-005 <br />D. Resolution 2025-057 Appointing Kayleigh Shrom as the Youth Commissioner and <br />Resolution 2025-058 Appointing Ihsan Isak to Economic Development <br />Commission (EDC) <br />MOTION: Councilmember Holden moved and Councilmember Weber seconded a <br />motion to approve the Consent Calendar as presented and to authorize <br />execution of all necessary documents contained therein. The motion carried <br />(5-0). <br />9. PULLED CONSENT ITEMS <br />None. <br />10. PUBLIC HEARINGS <br />A. Approval of the Issuance of an Educational Facilities Revenue Refunding <br />Note, Series 2025 <br />Finance Director Yang stated on Monday, August 25, 2025, the Council approved Resolution <br />2025-055 Giving Preliminary Approval to the Issuance and Sale of Revenue Bonds or Other <br />Obligations, and Approving a Deed Application and Scheduling a Public Hearing for the Same. <br />This public hearing is regarding the proposed issuance of an Educational Facilities Revenue <br />Refunding Note and is being held as required by federal law. The purpose of this hearing is to <br />receive comments from the public on the city's role as a conduit issuer in the amount not to <br />exceed $1.7M in tax-exempt revenue bonds for the benefit of the Church of St. Odilia. These <br />bonds will be refinancing an existing tax-exempt bond that was originally issued by the City of <br />North Oaks in 2017, for improvements to the school. It is important to note that the City's role is <br />strictly as a conduit or pass -through for this financing. The bonds will be repaid by the Church, <br />and neither the city nor its taxpayers will have any financial obligation or liability for the <br />repayment of this debt. A notice of this public hearing was properly published in the Pioneer <br />Press on Thursday, August 28th, 2025. <br />She noted that Rick Storms, Parish Administrator, from the school is here to provide a brief <br />overview and to answer any questions. <br />
