ARDEN HILLS CITY COUNCIL — SEPTEMBER 8, 2025 <br />0 <br />Mayor Grant opened the public hearing at 7:12 p.m. <br />Rick Storms, Parish Administrator from the Church of St. Odilia thanked staff for the detailed <br />presentation and noted he was available for comments or questions. <br />Councilmember Weber thanked Mr. Storms for bringing this request to the City of Arden Hills. <br />With no one coming forward to speak, Mayor Grant closed the public hearing at 7:14 p.m. <br />11. NEW BUSINESS <br />A. Resolution 2025-059 Approval of the Issuance of an Educational Facilities <br />Revenue Refunding Note, Series 2025 <br />Finance Director Yang stated on Monday, August 25, 2025, the Council approved resolution <br />2025-055 Giving Preliminary Approval to the Issuance and Sale of Revenue Bonds or Other <br />Obligations, and Approving a Deed Application and Scheduling a Public Hearing for the Same. <br />The Church of St. Odilia has submitted an application to the City and has submitted a <br />nonrefundable application fee in the amount of $500 according to the City's procedures for <br />Private Activity Revenue Bond Financing. The fees collected on this conduit debt issuance is <br />estimated to be $12,000. <br />MOTION: Councilmember Monson moved and Councilmember Rousseau seconded a <br />motion to adopt Resolution 2025-059, Approving the Issuance of an <br />Educational Facilities Revenue Refunding Note, Series 2025. The motion <br />carried (5-0). <br />12. UNFINISHED BUSINESS <br />None. <br />13. COUNCIL COMMENTS <br />Councilmember Rousseau reminded residents that the State of the City event would be held on <br />Saturday, September 20 at City Hall beginning at 10:00 a.m. <br />Councilmember Rousseau reported Ribfest would be held on Saturday, September 13 at the Red <br />Bull site beginning at 12:00 p.m. She noted she would be serving as a judge at Ribfest along with <br />Councilmember Holden and Mayor Grant. <br />Councilmember Rousseau stated on Monday, September 22, the League of Women Voters <br />would be hosting a candidate forum for the Mounds View School District candidates. <br />Councilmember Rousseau thanked John Connelly for serving as the President of the Chamber of <br />Commerce for many years and wished him a happy retirement. <br />Councilmember Weber thanked the Councilmembers who would be acting as judges at Ribfest. <br />
