Review materials received <br />electronically can be processed more rapidly. Do not submit files via a cloud service or <br />SharePoint link. In order of preference, review materials may be submitted as: <br />1. Email documents and plans to metrodevreviews.dot@state.mn.us. Attachments may <br />not exceed 20 MB (megabytes) per email. Documents can be zipped as well. If multiple <br />emails are necessary, number each email. County understands this requirement. <br /> <br />2. Files over 20 MB can also be uploaded to MnDOT’s Web Transfer Client site: <br />https://mft.dot.state.mn.us. Contact metrodevreviews.dot@state.mn.us, and staff will <br />create a shared folder in which files can be uploaded to. Please send an accompanying <br />email with a narrative for the development. County understands this requirement. <br /> <br />Rice Creek Watershed District <br />- This area includes a portion of the Rice Creek Water Trail, which is heavily used. Please <br />consider this usage when designing the roadway crossing so that it is not dangerous or <br />inaccessible for paddlers. County will include this request in our design package, and <br />review with Watershed at the 90% complete level. <br />- A sign at the bridge indicating “Rice Creek” would be nice! County will include this signage <br />in the final design plans. <br />- Rice Creek approved the Rice Creek Commons Comprehensive Stormwater Management <br />Plan (CSMP) in 2015 and was last updated in 2016. The CSMP provides an alternative <br />means for meeting the water quality treatment and peak rate runoff control requirements <br />of the RCWD stormwater management rule. The plan essentially envisions two stages of <br />development, the interim condition where the spine road and associated infrastructure is <br />constructed and then the full build-out condition. Will the associated stormwater and <br />wetland mitigation areas be further platted into outlots as development occurs, or will they <br />be part of private property and placed under easement? County will discuss this with the <br />JDA at the time of future subdivision. Ownership and maintenance responsibilities of <br />subsequent stormwater facilities will likely be determined as part of a Developers’ <br />Agreement with subsequent developers. <br />- As part of the County Road H roundabout construction, portions of Rice Creek were re- <br />meandered in 2015 to facilitate the improvements. This project included wetland <br />mitigation along Rice Creek which has been protected with a Declaration of Restrictions <br />and Covenants. Please ensure that the plat will not affect the mitigation area. Subject to <br />Document Number 4585028, Outlot B - TCAAP remains protected under the Wetland <br />Conservation Act Declaration of Restrictions and Covenants. The proposed final plat shows <br />Outlot B - TCAAP as unaltered and outside of the proposed plat. Future subdivision of Rice <br />Creek Commons 2nd Addition cannot include Outlot B of the TCAAP Plat as it is outside the <br />2nd Addition’s’ boundary. <br /> <br />City of Arden Hills
