Overview of Request <br /> <br />The Applicant is proposing to amend the Arden Plaza PUD to allow for a Class I thrift store use <br />and the operation of the thrift store business, Odds & Ends Again within Building #5 at the Subject <br />Property. Odds & Ends Again is a thrift store component of Senior Life Management, a company <br />that is focused on helping seniors stay independent in their homes as long as possible. The <br />company provides maintenance and handyman services, realty services, moving and packing <br />services, in addition to the Odds & Ends Again store. The location within the Subject Property <br />would be the site of the thrift store operations and also provide for offices and meeting spaces for <br />the other Senior Life Management operations. <br /> <br />As part of the Senior Life Management company, Odds & Ends Again is a thrift store where items <br />received through the moving and packing services component of Senior Life Management may be <br />consigned for profit. Items at Odds & Ends Again are primarily sourced from clients of the moving <br />and packing services. Odds & Ends Again also sources new wholesale items and products made <br />by local artists, such as soaps, jewelry, and other craft items for sale. <br /> <br />The Odds & Ends Again thrift store public hours of operations are Wednesday through Saturday, <br />10:00 a.m. to 6:00 p.m. and Sundays 11:00 a.m. to 5:00 p.m. The Applicant states that the store <br />would be closed to shoppers on Mondays and Tuesdays but staff would be working to receive new <br />items and prepare them for sale. <br /> <br />Due to the business stocking primarily used goods, and the operational characteristic of receipt of <br />goods through consignment, the operations of Odds & Ends Again fall under the City’s definition <br />of Thrift Store. By definition in the Zoning Code, a thrift store use is defined separately from a <br />retail sales and services use. <br /> <br />On May 27, 2025, the City Council approved an ordinance amendment to modify definitions for <br />thrift store use, determine zoning districts for thrift store use, and establish performance standards <br />for thrift stores. The modified definition and performance standards established Class I and Class <br />II thrift store uses to address the potential range of thrift store locations and business operations. <br />The thrift store definition is provided below. <br /> <br />∙ Thrift Store. A business for which the stock of goods is primarily used and may include the <br />following operational characteristics: <br /> ∙ Processing, conditioning, cleaning, or repair of used or returned items for resale. <br /> ∙ Storage of used items on site for processing, resale, or disposal. <br /> ∙ Receipt of goods through purchase, consignment, or donation. <br /> Class I: Above uses in a business located within a multi-tenant building which <br />occupies less than 7,000 square feet or less than 20 percent of the building square <br />footage in a multi-tenant building, whichever is lower. <br /> Class II: Above uses in a business located within a standalone building or located <br />within a multi-tenant building which occupies greater than 7,000 square feet or <br />greater than 20 percent of a multi-tenant building. <br /> <br />The Applicant is proposing that Odds & Ends Again be allowed at the Subject Property as a Class <br />I thrift store as defined in the Zoning Code and provided for in the criteria in Section 1325.046 <br />Thrift Store Additional Criteria.
