i. NOAH units demolished or converted to a use other than <br />affordable housing in connection with the construction of a new <br />development must be replaced at a rate and affordabilitylevel <br />evel <br />as noted in Section 205.083 (E) (3). The new units must be <br />comparable in bedroom size with the units demolished or <br />converted and be affordable to households at sixty percent <br />(60%) AM1. <br />(c) Rent Price Level. <br />i. The monthly rental cost for an affordable dwelling unit shall <br />include rent, utility costs, and any other non -optional monthly <br />occupancy charges, identical to the costs incurred by market - <br />rate renters. Surface parking for all inclusionary units, if <br />available, or enclosed parking for inclusionary units at the SO% <br />AMI affordability level shall also be included in the monthly rent <br />for the unit. The maximum rent amount shall be based on the <br />metropolitan area that include Shoreview adiusted for bedroom <br />size and calculated annually by the Department of Housing and <br />Urban Development and posted by Minnesota Housing for <br />establishing rent limits for the Housing Tax Credit Program. <br />(d) Period of Affordability. <br />i. For rental developments subject to this chapter, the period of <br />affordability for the affordable dwelling units shall be at least <br />twenty (20) years, up to twenty-five ive (2S) years. The exact period <br />of affordability will be determined through negotiation with the <br />city. <br />(3). Family Size Unit Requirements. Developments with 50 units or <br />greater are required to include a minimum number of three, four - <br />bedroom or larger units. The specific number of three, four -bedroom <br />size units required per development is based on the total number of <br />units in the development as noted in the table below. Development <br />with age restrictions serving households 55 _years of age or older are <br />exempt from this requirement.
