October 27, 1986
Page 2
Hamline Avenue; he suggested County Road F and Highway 96 to facilitate the
detoured traffic.
Sather asked the Engineer if construction detours would affect placing the
final wear course on Hamline Avenue and asked if the Engineer would coordinate
the placement of the final course on Hamline with the start of the Lexington
Avenue ramp construction. Engineer did not feel the wear course would be
delayed and advised he would coordinate the projects.
Hicks asked what the decision was from MNDOT regarding a semaphore at Hamline
and Highway 96. Engineer advised Arden Hills was close to traffic count, .
however due to backlog and lack of funds no semaphore has been proposed for
this year.
Hicks felt volume of traffic will increase considerably with the detour and
probably remain at that high level after Lexington Bridge is complete. He
suggested consideration of a temporary stop sign on Hamline at Arden View Court
to facilitate the residents of the townhomes getting onto Hamline Avenue .during
the morning traffic rush, stopping southbound traffic on Hamline at Arden View
Court.
Engineer suggested Van Wormer could prepare a written report on regulating the
signals on Lexington Ave. to cause a pause in the traffic flow.
Peck asked what period of time the traffic would be re-routed.
Engineer explained with each ramp being done separately, it would be rerouted
in different directions throughout the entire summer.
Sather asked what position Councilmembers would take on the cost-sharing of the
semaphore at Hamline and Highway 96 should MN/DOT consider installation.
Hicks suggested a proposal would have to be received before a decision could be
made.
Hicks moved, seconded by Peck, that Council approve Resolution No. 86-58,
Approving Construction Plans and Special Provisions for Lexington Avenue
Bridge, Semaphores and Lighting and that Council request MN/DOT to consider
installation of special control devices at Hamline Avenue & Highway 96 due to
heavy traffic.
In discussi~n, McNiesh asked if Councilman Hicks wanted the motion included as
part of the resolution; he advised he did.
Motion carried unanimously.
