October 27, 1986 <br /> Page 2 <br /> Hamline Avenue; he suggested County Road F and Highway 96 to facilitate the <br /> detoured traffic. <br /> Sather asked the Engineer if construction detours would affect placing the <br /> final wear course on Hamline Avenue and asked if the Engineer would coordinate <br /> the placement of the final course on Hamline with the start of the Lexington <br /> Avenue ramp construction. Engineer did not feel the wear course would be <br /> delayed and advised he would coordinate the projects. <br /> Hicks asked what the decision was from MNDOT regarding a semaphore at Hamline <br /> and Highway 96. Engineer advised Arden Hills was close to traffic count, . <br /> however due to backlog and lack of funds no semaphore has been proposed for <br /> this year. <br /> Hicks felt volume of traffic will increase considerably with the detour and <br /> probably remain at that high level after Lexington Bridge is complete. He <br /> suggested consideration of a temporary stop sign on Hamline at Arden View Court <br /> to facilitate the residents of the townhomes getting onto Hamline Avenue .during <br /> the morning traffic rush, stopping southbound traffic on Hamline at Arden View <br /> Court. <br /> Engineer suggested Van Wormer could prepare a written report on regulating the <br /> signals on Lexington Ave. to cause a pause in the traffic flow. <br /> Peck asked what period of time the traffic would be re-routed. <br /> Engineer explained with each ramp being done separately, it would be rerouted <br /> in different directions throughout the entire summer. <br /> Sather asked what position Councilmembers would take on the cost-sharing of the <br /> semaphore at Hamline and Highway 96 should MN/DOT consider installation. <br /> Hicks suggested a proposal would have to be received before a decision could be <br /> made. <br /> Hicks moved, seconded by Peck, that Council approve Resolution No. 86-58, <br /> Approving Construction Plans and Special Provisions for Lexington Avenue <br /> Bridge, Semaphores and Lighting and that Council request MN/DOT to consider <br /> installation of special control devices at Hamline Avenue & Highway 96 due to <br /> heavy traffic. <br /> In discussi~n, McNiesh asked if Councilman Hicks wanted the motion included as <br /> part of the resolution; he advised he did. <br /> Motion carried unanimously. (4-0). <br /> Hicks moved. seconded by Sather, that Glen Van Wormer be asked to report on the <br /> feasibility of a temporary stop sign for a trial period on Hamline at Arden <br /> View Court. Motion carried unanimously. (4-0) <br /> ChanRe Order No.2, Improvement No. SS-W-ST-P-86-1, Northwoods <br /> Barry Peters explained the difference in pipe to be used in the Northwoods <br /> project due to conflict in utility elevations; 36" pipe rather than 27"pipe. . <br /> Peck stated he would like to see actual cost difference reflected in the change <br /> order. <br /> Mayor asked if Opus Corporation was made aware of the cost difference and their <br /> responsibility to pay for the change. <br /> Peters stated they had been notified of the cost and change in materials. <br /> Hicks moved seconded by Sather, that Council approve Change Order No.2, <br /> Improvement No. SS-W-ST-P-86-1, Northwoods, net cost to be reflected in change <br /> order.
