<br />, <br /> <br />Minutes of Regular Council Meeting, July 28, 1986 <br />Page 2 <br /> <br />Gamblin2 License Application - St. Peter Claver Church, 8i2 Ten Supper Club <br />Council was referred to Application for Class B Gambling License by St. Peter <br />Claver Church (St. Paul) for pull tabs at the Big Ten Supper Club, 4703 Highway <br />10, and discussed the proposed use of anticipated proceeds with applicant. <br /> <br />Hansen moved, seconded by Sather, that Council approve the Class B Charitable <br />Gambling License for St. Peter Claver Church at the Big Ten Supper Club, <br />waiving the thirty day waiting period. Motion carried unanimously. (3-0) <br /> <br />Report of Fire Consultant William Quirk <br />Quirk distributed copies of his recommendations to Council which are based on <br />his study of the City in general, numbers and types of fires from 1983 through . <br />March of 1986, fire losses, zoning maps and ordinance, map of water mains, <br />previous flow tests and ISO recommendations for the City. <br /> <br />Quirk reviewed his recommendations which included: <br />Enactment of a smoke detector ordinance and sprinkler ordinance. <br />Alternative fire station locations for better coverage of the built-up <br />areas of the City. <br />Addition of aerial and ladder service trucks. <br />Initiation of a fire prevention program. <br />Adoption of Appendix E of Uniform Fire Code. <br /> <br />In discussion, Quirk was asked if a second water tower is a major issue. Quirk <br />said it is; water must be available for fire fighting; noted that more water <br />availability is also attractive to business. <br /> <br />Quirk was asked if it would be advantageous for the City to apply for a new ISO <br />rating now; Quirk recommended that the City wait until it has "everything in <br />. place" (pumper, ladder, fire prevention, smoke detectors, etc.). <br /> <br />Council took the recommendations of Consultant Quirk under advisement. Hansen <br />moved, seconded by Sather, to schedule a special study meeting on Tuesday, <br />August 12, at 7:00 p.m. Motion carried unanimously. (3-0) <br /> <br />Reconsideration of Park Maintenance Salary Increase <br />In an effort to rectify an administrative error which divided $1,000 between <br />two parks maintenance employees instead of 3 office employees, as authorized by <br />Council, Sather moved to approve the additional 24 cents per hour for the two <br />parks employees, retroactive to July I, 1986, to be paid out of the Park Fund. <br />Motion was seconded by Hansen. <br /> <br />In discussion, it was noted that this additional increase would bring them <br />above the average of other communities. Sather reported that the Parks <br />Committee wants the parks employees treated the same as other workers in this <br />community; stated their expertise in their field is similar to the expertise in <br />Public Works and other job categories; noted they are not subject to "on-call" <br />or "standby", which is possibly a reason for a wage difference, but feels a big <br />disparity exists. <br /> <br />Motion carried (Sather, Hansen voting in favor of the motion; Woodburn voting <br />in opposition). (2-1) <br /> <br />Public Safety/Works Committee Recommendations <br />Results of Street Li2ht Survey ~ <br />Paul Malone distributed a revised summary (7/25/86) of the Results of Street <br />Light Survey. Malone noted that the response totalled 1,155, which represents <br />a response rate of just over 41%.
