<br />Minutes of Regular Council Meeting, July 28, 1986 <br />Page 3 <br /> <br />Malone reported that the Public Safety/Works Committee has not made a <br />recommendation; the report is informational at this point. <br /> <br />Sather moved, seconded by Hansen, that the Survey be referred to the Public <br />Safety/Works Committee for its recommendations to Council. <br /> <br />. <br /> <br />In discussion, it was suggested that the committee work with the Finance <br />Committee liaison re method to fund, if the recommendation is to implement the <br />program, and to formulate a plan, probably over several years. It was noted <br />that the cost of the program must be determined; will probably require an <br />engineer's cost estimate. <br /> <br />Hansen commended Malone on the report. <br /> <br />Speed Reduction Request - Noble Road <br />Council was referred to Public Safety/Works minutes of 7/24/86. <br /> <br />Council concurred that monitoring by neighborhood residents, as <br />Deputy Sheriff Herbst, will probably improve the street safety. <br />that speed limits are controlled by the State. <br /> <br />suggested by <br />It was noted <br /> <br />Inflo-Infiltration Study <br />Council discussed the recommendations, outlined in the Public Safety/Works <br />minutes (7/24/86), to study one area of the village, get estimates for <br />rehabilitation and eventual savings from SEH, make repairs and monitor results. <br /> <br />Christoffersen estimated the cost of this study update at $500 - $600. <br /> <br />Hansen moved, seconded by Sather, that Council approve the expenditure for this <br />study as recommended by the Public Safety/Works Committee at an estimated cost <br />of $500 - $600. Motion carried unanimously. (3-0) <br /> <br />Pavement Manaaement Study <br />Council reviewed the proposed pavement management study which would assess the <br />condition of streets, rate as to general condition, and enter into a computer <br />program for repair and/or replacement. <br /> <br />Christoffersen explained that the study would include curb; explained that a <br />drainage study has not been done in all areas of the city so storm sewers would <br />probably not be included in this study. <br /> <br />Christoffersen was requested to prepare a cost estimate for a pavement <br />management study for Public Safety/Works Committee consideration at its August <br />meeting. <br /> <br />-Civil Defense Siren Monitors <br />Council discussed the suggested volunteer program designating certain residents <br />to monitor the four sirens in Arden Hills and report whether they are operating <br />properly. <br /> <br />Council concurred that residents in the various siren districts be called and <br />asked if they will monitor a specific siren on the first Wednesday of each <br />month. <br /> <br />~ REPORT OF PUBLIC WORKS SUPERVISOR ROBERT RADDATZ <br /> <br />Advertisement for Bids for Box, Plow. Hydraulics and Sander <br />Raddatz estimated the cost of box, plow, hydraulics and sander at $14,000; <br />total cost of truck and equipment at $47.000. Raddatz reported the truck would <br />be the same size as the one we have, with same box and plow; noted sander and <br />hydraulics will be slightly different; noted this truck will not have a wing. <br /> <br />Sather moved, seconded by Hansen, that Council authorize advertisement for bids <br />for box, plow, hydraulics and sander. as described, requesting that bid include <br />deduct, if any, for cash or prompt payment. Motion carried unanimously. (3-0) <br /> <br />Storm Sewer Problem <br />Raddatz reported a plugged storm sewer which crosses three rear yards (about <br />400 feet); noted that about 40' - 50' of 12" pipe is solid with tree roots; <br />
