Raddatz said he pumped the pond (10 and 1694) early this year to <br />reduce the water elevation which is flooding a yard on Valentine Crest Road. <br />Raddatz will prepare a cost estimate for Council's consideration to clean, <br />reconstruct or slip line the pipe. <br /> <br />1986 Sealcoatina <br />Raddatz reported that he anticipates the 1986 Sea1coating Specifications and <br />cost estimate will be completed for Council's consideration at the next Council <br />meeting; reported that the stockpiled pea rock will be re-used this year. 4It <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />7/15/86 - <br />7/17/86 - <br /> <br />$100,000 at Oak Park Heights at 7.15% interest, to mature <br />7/15/87. <br />$120,000 at First Minnesota at 6.05% interest, to mature <br />10/14/86. <br /> <br />Hansen moved, seconded by Sather, to ratify the Treasurer's report. Motion <br />carried unanimously. (3-0) <br /> <br />Salary Recommendations - Seasonal and Part Time Employees <br />Council was referred to Raddatz memo of 7/28/86 and McNiesh's memo of 7/25/86 <br />re 1986 salary recommendations for seasonal and part time employees. <br /> <br />Sather moved, seconded by Hansen, that Council approve the salaries as <br />recommended. Motion carried unanimously. (3-0) <br /> <br />Other Business <br /> <br />Letter from City of Mounds View, July 21, 1986 <br />Council was referred to letter from Mounds View and attached Resolution No. <br />2028 adopted by the Mounds View City Council Regarding Williams Pipeline <br />Company and the United States Department of Transportation, Office of Pipeline <br />Safety. . <br /> <br />After discussion, Sather moved to adopt Resolution No. 86-38, In Support of the <br />City of Mounds View in its Effort to Have the Williams Pipeline Adequately <br />Tested Prior to its being put back in use. Motion carried unanimously. (3-0) <br /> <br />McNiesh Memo - Employee Health Insurance 7/28/86 <br />Council was referred to McNiesh's memo listing League of Cities <br />single and family health, disability, life and dental coverage. <br />that the League has started dental coverage. Council concurred <br />dental coverage option with employee paying costs over $195.00. <br /> <br />rates for <br />McNiesh noted <br />to include the <br /> <br />REPORT OF VILLAGE CLERK ADMINISTRATOR CHARLOTTE MCNIESH <br /> <br />Request for Noise Control Ordinance <br />McNiesh reported receipt of complaints that builders in the Lametti Addition <br />are running heavy equipment and pounding nails, etc. early in the morning and <br />late in the evening; reported these complaints have, in the past, been given to ~ <br />contractors and they have cooperated with our request that they not start <br />before 7:00 a.m. and stop before 10:00 p.m. McNiesh reported that a resident <br />on Bussard Court has requested that the City adopt a noise ordinance similar to <br />those in surrounding cities. <br /> <br />In discussion, it was noted that Council considered adoption of a noise <br />ordinance a few years ago, but because of potential problems in controlling <br />lawn mowing, snow plowing, garbage pickup, repair of water and sewer lines, <br />etc. adoption of the ordinance was deferred. <br /> <br />Council concurred that the City Code adequately controls noise and hours of <br />operation of equipment for excavations; concurred to continue calling and <br />requesting contractors to not start earlier than 7:00 a.m. or work later than <br />10:00 p.m. <br />
