Use of the lighted field be limited to MV School District athletics, <br />specifically excluding collegiate use of the lights. <br /> <br />Miller explained that a computer light scan indicates the brightest spillover <br />would be .2 foot candles, comparable to a very bright moon; noted this does not <br />measure impact of indirect light or glow in the sky. <br /> <br />. <br /> <br />In discussion, the cost of the lighting was reported to be $66,000. How to <br />enforce the curfew was queried. It was suggested that perhaps 10:30 p.m. seems <br />"hard core"; perhaps 1/2 hour after game is over would be sufficient. Paul <br />Donley (MVSD) said he thinks a 10:30 curfew is adequate; said games are usually <br />over at 9:30 - 10:00 p.m.; is comfortable with 10:30 p.m. Donley said parking <br />lot lights are on longer for safety until the cars are gone. <br /> <br />Gary Engen, football coach, said he'd prefer the added time after a game, <br />instead of the hard 10:30 p.m.; games could run over, but this doesn't occur <br />often. <br /> <br />Some concern was expressed relative to the snow fence; suggested, unless the <br />neighborhood wants it, it might be better to not have a fence. Donley said <br />they want to restrict the crowds from entering the neighborhood; anticipates <br />the snow fence and supervision will be effective for crowd control; noted that <br />the fence would be close to the playing field, not around the perimeter of the <br />school property. <br /> <br />After discussion, Hicks moved, seconded by Hansen, that Council approve an <br />amendment of the Special Use Permit for the athletic field lighting at Mounds <br />View High School as proposed, subject to: <br /> <br />1. Curfew for use of lights at 10:30 p.m. <br />2. Impact of lights on neighborhood be reviewed after one year of use. <br />3. Use of lights be restricted to Mounds View School District activities, <br />specifically no collegiate use of the lighted field. <br /> <br />Peck moved to amend the motion to establish the light curfew <br />1/2 hour after the ending of specifically scheduled events. <br />seconded by Sather. Donley said they have a friendly agreement; <br />feels this will not hinder the school's relationship with the college. Donley <br />said he'd prefer the use be restricted to MVSD sponsored activities; noted that <br />the School District would review permit requests and take on the sponsorship; <br />noted the School District is concerned about a favorable neighborhood report. <br /> <br />Hansen moved, seconded by Peck, to amend the motion to restrict use of the <br />lights to Mounds View School District sponsored activities; school sponsorship <br />to not include collegiate uses under the lights. (5-0) <br /> <br />. <br /> <br />Case No. 86-23, Front yard Setback Variance - Jim Day, 3242 Sandeen Road <br />Council was referred to Planning memo (6/24/86), Board of Appeals report <br />(6/26/86), and Planning Commission recommendations (minutes of 7/2/86) and to <br />letter from Jim Day (7/10/86). A transparency of the lot and surrounding <br />neighborhood was shown, indicating the proposed garage addition. Miller noted <br />that a number of houses and garages along the street encroach on the 40' <br />required setback; noted that storage in the detached garage has been objected <br />to by an adjacent neighbor who stated the proposed addition will block his view <br />toward Johanna Shores and reported the use is for business purposes. Miller <br />reported that the business use of the site was the basis for the Planning <br />Commission's recommendation for denial; noted that the Board of Appeals <br />recommends approval of the variance. <br /> <br />Jim Day said he feels his property will be more attractive without the detached <br />garage but he needs the storage space; consequently, he wants to transfer this <br />storage to his attached garage. Day said he does not use his property as a <br />construction site; only on a rare occasion he cuts a board there; explained <br />
