Day said he does keep his supplies and saws, <br />etc. in this garage; doesn't want to throw materials away that can be used on <br />other building sites; said he does not have a cabinet shop operation at his <br />home; has a table saw, radial arm saw, wheel barrow, etc. which he takes to the <br />job site. <br /> <br />In discussion, Hansen said that she frequently walks past this property and <br />seldom, if ever, has seen any construction equipment in the yard. Day said he <br />has some sawhorses and 28' pump jack poles he'd like to store in the garage <br />which are not inside now. <br /> <br />Miller reviewed the City Code relative to exterior storage; also reviewed the <br />definition of what constitutes a "home occupation". <br /> <br />. <br /> <br />Mr. Clepper said he objects to the garage addition for two reasons: <br /> <br />1. Scenic (blocks his view) <br />2. Use of the garage is warehousing - no domestic use whatsoever. <br /> <br />Clepper said Day receives truck deliveries late at night and early in the <br />morning; reported that Day has a truck and a car; showed Council pictures of <br />the property and a picture of an employee working in the yard. Clepper said <br />his view of the bay will be obstructed by the addition of the garage. <br /> <br />Kim Klawiter, 3262 Sandeen Road, said he is a neighbor and a police officer; <br />has not seen anyon-site construction or outside storage on the Day property; <br />noted that the Clepper garage does not have a door and his car does not fit <br />entirely into the garage because of wood and miscellaneous storage. <br /> <br />Day said he has done some work at home, but will discontinue this if this is <br />required. Day noted that Clepper's main view is to Lake Johanna, not to the <br />south from a side window. Day said he occasionally has had a Shaw Lumber <br />delivery of something; job materials are delivered to the job site; is <br />surprised to hear of early or late deliveries. <br /> <br />Hans Lagerstrom, 3255 Sandeen Road, said he thinks it would be an improvement <br />to the neighborhood to have the detached garage removed; favors the variance. <br /> <br />Dennis Bussard, 3243 Sandeen Road, said he also favors the variance. <br /> <br />In discussion, Woodburn noted that there are various degrees of variances all <br />along the street; expressed concern about noise of a commercial activity in a <br />residential area. <br /> <br />Hansen moved, seconded by Sather, that Council approve the 6' front setback <br />variance for the addition to the attached garage, subject to: <br /> <br />1. Removal of the detached garage in six months, and <br />2. No exterior storage on the property. <br /> <br />Motion carried unanimously. (5-0) <br /> <br />Case No. 86-26, Site Plan Review and Sideyard Setback Variance for <br />Office/Warehouse - Mike Rich, 1253 Connelly Avenue . <br />Council was referred to Planning memo (6/26/86), Board of Appeals report <br />(6/26/86) and to proposed site plan for an office/warehouse at 1253 Connelly <br />Avenue. <br /> <br />Miller briefly described the proposal; noted that the new structure will <br />. consist of 4,800 square feet of office and 8,000 square feet of warehouse; <br />explained that the proposed use is permitted on the site under present 1-2 <br />(Industrial) zoning; advised that the applicant is requesting a 15' sideyard <br />setback variance from the east property line (20' required) to provide for more <br />landscaping along the west of the site where it will be more visible and will <br />also provide more room for truck movement on this rather narrow site, with a <br />fenced storage area to the north of the site. Miller noted that there is <br />little or no public visual access to the east sideyard area which is adjacent <br />to S.P.B.S.'s employee parking lot and dock area. <br />
