Raddatz described the proposed barrier to be of <br />three strips of aluminum 8' to 10' long and 6" to 8" wide attached to three <br />posts, which he feels will suffice. <br /> <br />In discussion, it was suggested that another possibility might be 3 or 4 <br />treated posts, sunk in concrete, and possibly requesting the property owner to <br />plant a spruce tree to camouflage the structure. <br /> <br />. <br /> <br />Hansen moved, seconded by Sather, that Council authorize the installation of a <br />barricade at the north end of Pascal with reflectorized slashes and retain the <br />existing black and white "Dead End" sign in its present location. Motion <br />carried unanimously. (5-0) <br /> <br />Bids Received - Jetter with Truck and Snowplow Truck <br />Council was referred to Raddatz' memos of 6/30/86 re Jetter and Truck and <br />Snowplow Truck, <br /> <br />Raddatz reported three bids were received for the snowplow ranging from $32,900 <br />to $34,972,17; recommended that the City accept the low bid of $32,900 by <br />Lakeland Ford for a 1987 model F8000, Raddatz reported that Boyer Truck offers <br />a $500 discount if payment ia received within five days, as part of their bid, <br /> <br />McNiesh reported that Attorney Lynden considers this a "qualified bid" on the <br />part of Boyer Truck; said City should have requested cash terms; explained that <br />Lakeland might have also offered a discount, if given a chance, <br /> <br />In discussion, it was noted that the City is looking for a price; prompt <br />payment is to the City's advantage; Lakeland's offer of a discount now would be <br />after the bid opening - Boyer's was part of their bid - a paragraph at the <br />bottom of the bid form. <br /> <br />Hicks moved, seconded by Sather, that Council order the snowplow truck from <br />Boyer Truck at $32,849,75. Motion carried unanimously, (5-0) <br /> <br />Raddatz reported that two bids were received for the Jetter and truck; one was <br />a "no bid" from Macqueen Equipment because they could not meet the <br />specifications. Raddatz reported that the bid from Flexible Pipe Tool meets <br />the specifications for both the Jetter and the truck; reported that Roseville <br />just purchased a similar Jetter and he knows of two other towns who have <br />ordered jetters like this one. <br /> <br />Raddatz recommended that Council accept the bid from Flexible Pipe Tool <br />Company, <br /> <br />. <br /> <br />In discussion, it was queried whether there are alternative options. Raddatz <br />reported this is the only supplier in this area; noted that other types would <br />cost about the same. Raddatz explained that this Jetter is unique in that it <br />runs off the truck engine, eliminating an extra engine; noted that $8,000 has <br />been offered in trade-in of the 1977 truck - the $56,950 price includes this <br />trade-in, Raddatz reported that the truck and Jetter purchase was planned for <br />in the budget; said it may cost more than it's worth to keep the old Jetter; <br />recognizes it is a lot of money; does not consider it an emergency piece of <br />equipment - City can possibly hold out for a year or two; suggested it is a <br />case of "pay for it now or pay for it later"; noted that if ordered now, the <br />earliest we can receive it is about December, 1986. <br /> <br />Council reviewed the various equipment purchases proposed in 1986 and 1987, It <br />was noted that the Jetter is a 1970 model, now 17 years old, and was budgeted <br />for replacement this year, and will probably cost more next year, It was noted <br />that the City has a routine plan for equipment replacement; feels the plan <br />should be followed if at all possible. It was suggested that it is a gamble <br />should something go wrong, but we may have more competition in a year or two. <br />It was asked if there are jetters for rent. Raddatz said it may be possible to <br />rent from a neighboring city if need be. It was asked if a Jetter can be <br />hooked behind a truck on a trailer, Raddatz said there is one like this; will <br />need another engine to operate it, <br /> <br />Dale Smith (Boyer Truck) said there is a municipal lease for this type of <br />thing, which may be an alternative to purchasing. <br />
