It was suggested that it might be useful to know where people want lights and where they are not wanted, possibly adding a line or two on the card for signature. The anticipated percentage of response was queried. Malone said they anticipate a high response; noted survey card will be postage paid; reported the Committee proposes to make phone calls if 35% or more do not respond. Council concurred to amend the third sentence of paragraph ~of the narrative to read: "...so part of the operating cost will likely reduce . other services currently provided." Hicks moved, seconded by Sather, that Council approve the opinion survey narrative and return card, as modified. Motion carried (Hicks, Sather, Hansen voting in favor of the motion; Woodburn voting in opposition). (3-1) Letter from North Oaks re Fire Contract Council was referred to rough draft of letter proposed by Councilmember Hansen, to be sent to Fire Chief Dan Winkel. After discussion, McNiesh was requested to send letter, as modified, to Fire Chief, and copies thereof to North Oaks and Shoreview. Letter from Shoreview re South End Fire Station Council was referred to McNiesh's memO (5/19/86) re Fire Protection Needs Study. After discussion, Hicks moved, seconded hiring of Bill Quirk as a consultant to of $25/hour for an estimated 120 hours. by Sather, that Council authorize the study Arden Hills' fire needs at a cost Motion carried unanimously. (4-0) Council concurred that Shoreview be advised of Council's action to hire a consultant, anticipating information in approximately 30 days, after which Arden Hills will respond to Shoreview re the proposed south fire station; if Shoreview needs a response before that time, Shoreview should make its decision without Arden Hills. Preliminar Discussion - Additional Lake Johanna Controls Council was referred to McNiesh's memo 5 15 86 re Lake Johanna Controls, and letter from Ramsey County Engineer Ken Weltzin (5/8/86), and excerpt from City of New Brighton Code, Article III, Long Lake Surface Use. After discussion, Hansen moved, seconded by Hicks, to refer Sections 19-35 and 19-39 of the New Brighton Code to Attorney Lynden, and authorize Lynden to draft similar sections amending the Arden Hills Code (Section 12) providing for the closing of the lake surface of Lake Johanna by the Mayor, and including exemptions. Motion carried unanimously. (4-0) Hicks moved, seconded by Hansen, to request DNR to consider construction of an adjustable weir for the purpose of annual Lake Johanna shoreland management. Motion carried unanimously. (4-0) Public Safety/Works Committee Resi~nation , Hansen moved, seconded by Sather, to accept the resignation of Kevin Rautio from the Public Safety/Works Committee. Motion carried unanimously. (4-0) McNiesh was requested to express Council's appreciation for his service to the City.
