It was noted that some established veterinarians might be critical; <br />see this as being in competition with established business in the area. <br />Concern was expressed relative to City's liability with this clinic on City <br />property; also, that City would seem to be supporting one veterinarian at the <br />expense of .others. <br /> <br />Sather suggested that the matter be referred to the Public Safety/Works <br />Committee and City Attorney for recommendations, prior to taking action. <br /> <br />. <br /> <br />Three Council members indicated that they were not in favor of the clinic <br />proposal. <br /> <br />Parks and Recreation Committee Recommendations <br />Council was referred to the minutes of the April 22 Park and Recreation <br />Committee meeting. <br />Approval of Permit for Sportsmen's Club Concession Stand at Perry Park <br />Don Grant, representing the Arden Hills Sportsmen's Club, said he has <br />talked to John Buckley about this proposed concession stand; explained <br />that they propose to sell hot dogs, pop, potato chips, etc. and donate any <br />profits to children and parks. Grant said the stand would only be <br />operated during baseball games (5:00 p.m. to closing, Monday through <br />Thursday). Grant reported that they have operated the stand at Tony <br />Schmidt Park for many years; propose to have two people operate the stand; <br />will keep the stand clean and in good condition. <br /> <br />Hicks moved, seconded by Hansen, that Council grant the concession stand <br />permit at Perry Park during the baseball season. Motion carried <br />unanimously. (4-0) <br /> <br />Approval of Summer Park Pro~ram <br />Council was referred to 1986 proposed summer program. <br /> <br />Sather moved, seconded by Hansen, that Council approve the Summer Program <br />for 1986 as proposed. Motion carried unanimously. (4-0) <br /> <br />Approval of Attendant for Compost Site <br />Council was referred to McNiesh's memo (4/24/85). <br /> <br />Hicks moved, seconded by Hansen, that Council approve the hiring of William <br />Berglof as compost site attendant at $5.00/hour as outlined in memo. Motion <br />carried unanimously. (4-0) <br /> <br />Public Safety/Works Committee Recommendations <br />Council was referred to minutes of Public Safety/Works Committee meeting of <br />April 17. <br />Streetli~ht Guidelines and Lona Ran~e Street Liahtin~ Plan <br />Paul Malone distributed a revised (4/17/86) report prepared by the <br />Streetlight Subcommittee and reviewed early street light data and <br />subsequent requests for lights. Malone reported that there was no written <br />policy for street light installation prior to 1979; noted that since the <br />policy has been in effect, requests hsve been made for lights and most <br />have been granted - some applicants pay for the energy; some do not. <br /> <br />. <br /> <br />Malone displayed a map showing existing lights (State, County and City); <br />noted that the City could end up with an excess of lights; referred <br />Council to three possible courses of action, suggesting plan B which could <br />be accomplished with the addition of about 200 lights, possibly installing <br />30 to 40 lights/year. <br /> <br />Malone referred Council to the existing guidelines and to a suggested <br />re-write which would also provide for street lights: <br />-where the visibility along one of the intersecting roads is <br />less than 150 feet. <br />-if 50% of the residents whose property lies within 250 feet <br />of the intersection petition for a light. <br />-at the end of a cuI de sac or dead end street if more than <br />300 feet from the nearest intersection, and 50% of residents <br />
