(Copies of PCA monitoring reports of underground <br />fuel storage to be submitted to City,) <br /> <br />Hicks moved, seconded by Sather, that Council approve the site plan and <br />issuance of building permits subject to the following: <br /> <br />1. Approval of drainage and grading plan by City Engineer and RCwn. and <br />dedication of appropriate drainage easements. <br /> <br />. <br /> <br />2. Proof of establishment of utility easements on adjacent Gould <br />property. <br /> <br />3. Approval of lighting, landscaping and signage plans. <br /> <br />4, Resolution of park dedication prior to building occupancy, <br /> <br />Motion carried unanimously. (4-0) <br /> <br />Case No. 86-10. Site Plan Amendment. BuildinR C, Northpark Business Center - <br />WoodbridRe Properties <br />(Applicant not present.) <br />Miller explained that Woodbridge is currently leasing space in Building C, <br />which is under construction; reported that a potential tenant has a need for a <br />drive-through claims facility; to accommodate this tenant, Woodbridge is <br />proposing to revise the building site plan to add a drive-through to the west <br />side of the building. <br /> <br />Council was referred to Planning Memo (3/25/86), Planning Commission minutes <br />(4/2/86) and to overhead of the site, as proposed to be amended. <br /> <br />Miller noted that the proposed addition conforms to all setback, height and <br />coverage requirements; eliminates eight parking spaces, providing one space/240 <br />square feet for office use. Miller noted that the parking ratio for the entire <br />Northpark Center will be reduced to one space/280 square feet (adequate for <br />office/showroom use). <br /> <br />Miller said the addition does not significantly change the building or site <br />plan; the same exterior brick will be used on the addition; metal garage doors <br />will be provided at both ends of the drive-through bay. <br /> <br />Miller reported that the Planning Commission recommends approval of the amended <br />site plan as proposed. <br /> <br />Hansen moved, seconded by Hick~. that Council approve the site plan as amended <br />(Case No. 86-10). <br /> <br />Sather moved to amend the motion to add the condition that the entire park <br />dedication be paid at occupancy of Building C. Motion was seconded by <br />Woodburn. <br /> <br />t <br /> <br />In discussion, Sather said he does not feel the amount of the park dedication <br />is unfair, but the terms of payment are unfair; feels Council should take this <br />opportunity to reconsider the terms of the park dedication payment. <br /> <br />Hansen moved to table the motion until 9:05 p,m" pending arrival of the <br />applicant. Motion was seconded by Hicks and carried unanimously. (4-0) <br /> <br />Northwestern ColleRe Proposed Site Plan ChanRes <br />Miller said he has been aware of a potential change in the athletic area of the <br />campus; reported that the college is working with Roseville on the campus <br />master plan; said the college is apparently considering the Roseville and Arden <br />Hills portions of the campus as two separate plans; noted that even if <br />Roseville approves the plans, it does not commit Arden Hills to also approve, <br />Miller will contact the Roseville staff to see where they are as to approval of <br />the site plan changes. <br />
