,
.
Minutes of Regular Council Meeting, October 15
Page seven
Koch referred Council to list of manpower and equipment needed for an
additional station, and the estimated costs to start and operate the first
year ($869,100,00). Koch noted that the cost estimate is intended to
be used as a gauge, noted that building cost depends on the type of building
constructed; noted that land costs vary, etc, Koch also referred Council
to list of actual response time in '84 and '85 to various locations in
the south portion of the City from the New Brighton Road station. Koch
noted that response times also vary, depending on weather conditions,
traffic, response time of firefighters from home to the station and then
to the fire; noted that the critical areas are probably the industrial
area west ~f Lexington, north of the railroad tracks, and the southeast
corner of the City west of Lexington and north of County Road D, which
response times were listed at 3-4 minutes and 6-7 minutes respectively.
. Koch advised that the break-off between Stations 1 and 2 is 1-694; noted
that all firefighters report first to the station and then to the fire;
noted that log times are from the computer; Koch said the railroad tracks
are a response time factor; now have one station on either side of the
tracks. Koch suggested that response time could be reduced by having
"sleepers" in the stations, at least during some months of the year; estimated
this cost at about$22,OOD/year at $15 to $20 per night.
Koch said if complaints are received relative to response time, the department
wants to know; said he is not aware of any complaints. Koch suggested
that if Arden Hills is contemplating another station, he would recommend
that it be south of the railroad tracks,
In discussion, Koch was asked if Arden Hills can get along with one station?
Koch said the station should be close to residential - not in an industrial
area; noted. that most of the firefighters in Station 1 live near the station;
noted this reduces the response time for fighters to get to the station
and then to the fire. Koch suggested adding sleepers to the existing
station and/or adding to the size of the existing station, rather than
a second station; stated they have no experienced firefighters in the
area of the Shoreview Station on County Road I or in the area near Victoria
and 1-694.
Koch noted that if the contract cities stay with stations 1 and 2, we
are looking at expans.ion in the near future; remodeling costs; noted they
are in need of room now - need a hose drying tower, etc.; noted that they
have the space to expand on the Station 1 site. When asked if we can
get along without a ladder truck, Koch said the department works well
with mutual aid departments - New Brighton, Rosevil1e, Mounds View all
have ladder trucks; estimated the cost of a ladder truck at $300,000 to
$400,000; stated we'd need a ladder truck for a 5-story building, if con-
structed.
In discussion, it was the general consensus of Council that if a south
station, in Shoreview, is south of the railroad tracks, and c10se.t9 Arden
Hills, it may be of minimal benefit to Arden Hills; north of the interstate
and tracks would be of no benefit; certain criteria of a station near
the southeast area of Arden Hills may have some response time advantage
for Arden Hills,
(McNiesh to relay Council's reaction toShoreview's inquiry're1ative to
Arden Hills' interest in a fourth fire station,)
. Donation - Minnesota Baptist Conference
Woodburn extended Council's grateful appreciation to Minnesota Baptist
Conference for its $300 contribution to the City of Arden Hills.
