<br />. <br /> <br />Minutes of Regular Council Meeting, August 12, 1985 <br />Page three <br /> <br />Lighting of the mast was described by the architect, Darryl LaBaron, to be <br />from six locations on the roof, at the base of the mast (3 on east side, 3 on, <br />weet side); symbol will be "softly lit"; lights will not be visible from <br />residences or roads; lights will be controlled to focus on the mast; sky- <br />light will provide a soft glow, in addition to the six lighting fixtures at <br />the base of the mast, which will provide between 15 and 20 foot candles of <br />light on the mast. <br /> <br />Sather moved, seconded by Hansen, that Council approve the symbol and lighting <br />as presented. Motion carried unanimously. (5-0) <br /> <br />. <br /> <br />Case No. 85-8, Amended Special Use Permit to Increase HeiRht of ExistinR <br />Communication Tower - Daniel VauRhan/Northwestern ColleRe <br />Withdrawn from Council Meeting Agenda by Applicant (Whitehouse). <br /> <br />""T <br /> <br />Case No. 85-7, Special Use Permit for Land Reclamation, Phyllis and GeorRe <br />Bona <br />(Harold Bona and Attorney Bell were present, representing the applicants). <br /> <br />Council was referred to Planning Commission minutes of July 9th and August 7th <br />meetings and to Planning memo (7/2/85). <br /> <br />A transparency of the Bona property, showing original contours and existing <br />contours (after filling) was displayed. <br /> <br />Miller explained that Council has determined that a Special Use Permit <br />should be obtained, even though the filling has been completed, in order to <br />assure that the filling does not adversely affect adjacent properties, <br />wetlands and natural drainage patterns. Miller explained that this applica- <br />tion is in response to that requirement. <br /> <br />Miller reported that the natural drainage swales have been altered as a <br />result of filling, diverting runoff onto the adjacent property to the south; <br />reported that the Planning Commission recommends approval of the' Special Use <br />Permit for Land Reclamation with contingencies, which are to be completed <br />within 60 days: <br />1. Swale to be re-graded and matched to existing slope. <br />2. Slope not to exceed 3 to 1. <br />3. Seeding of the property with rye to prevent erosion. <br /> <br />Miller reported that the Grudnoskes (south of Bona site) are not opposed to <br />the filling, but are concerned about drainage onto their property. <br /> <br />Harold Bona explained that George Bona has graded and seeded the property; <br />stated that George will correct any problems; feels he can have it completed <br />within a week. <br /> <br />Hicks moved, seconded by Hansen, that Council approve issuance of a Special <br />Use Permit for fill on this site, subject to corrective grading which will <br />relocate the drainage swales entirely on the Bona property, and seeding <br />of the property to prevent erosion which are to be completed within 60 days. <br />Motion carried unanimously. (5-0) <br />Recommended Procedure for Hunter's Park Additions and Alterations to Resi- <br />dences <br />Council was referred to Lynden's letter of 7/24/85 and to Miller's letter <br />to Lynden (7/17/85) re Hunter's Park Procedure for Additions and Alterations. <br /> <br />. <br /> <br />Miller said he investigated about 50% of the plat, and building plans, <br />and found virtually no "pattern"; found.the setbacks and coverages to be <br />more variable than anticipated. Miller said he found that numerous homes <br />could be expanded, within the R-3 requirements, without variances; <br />suggested that the owners of such units should simply be allowed to apply <br />for a building permit from the City, after approval of their plans by the <br />Homeowners' Association. Miller said that unit expansion requiring variances <br />could be handled like any other variance request in the City, after approval <br />of plans by the Homeowners' Association. <br />
