<br />Minutes of Regular Council Meeting, August 12, 1985 <br />Page four <br /> <br />In discussion, Miller suggested this approach would not require amendment <br />of the Special Use Permit; feels the Special Use Permit is a "procedural <br />approach" rather than a "land use approach", to assure that the site is <br />developed appropriately. <br /> <br />It was noted that the Special Use Permit includes the apartments, as well <br />as the single family homes on Waldon Place and Hunters' Court, which are not <br />"cluster homes". Because the procedure described is not to include these <br />portions of Hunter's Park, amendment of the Special Use Permit was considered <br />to be necessary in order to assure that the Special Use Permit for all of <br />Hunter's Park will "hold up". <br /> <br />.... <br /> <br />. <br /> <br />Frank Pistotnik, 1163 Benton Way, said there have been a number of applications <br />to the Homeowners' Association for building permits for alterations. <br />Pistotnik said he feels the residents of Hunte~'s Park will go along with . <br />the guidelines set up by Council; stated their Homeowners' Association <br />looks at the aesthetics when reviewing requests for changes, and how the <br />changes will affect the neighbors. <br /> <br />Miller explained that the most limiting factor will be building coverage; <br />most lots won't tolerate more than a small addition; noted that some lots <br />are very large. <br /> <br />Hicks moved, seconded by Hansen, that Council propose an amendment to the <br />Special Use Permit for Hunter's Park which will allow expansion of the <br />"cluster homes" within the R-3 district requirements by Building Permit, sub- <br />ject to prior approval by the Hunter's Park Homeowners' Association; <br />expansions requiring variances to be subject to the variance procedure <br />after Homeowners' Association approval of plans. Motion carried unanimously. <br />(5-0) <br /> <br />Hicks moved, seconded by Sather, that the fees be waived and City pay costs <br />of the Public Hearing, to be held by the Planning Commission. Motion <br />carried unanimously. (5-0) <br /> <br />(Public Hearing to be scheduled at 7:30 p.m. on Wednesday, September 4, <br />1985, at the Village Hall. ) <br /> <br />PlanninR Commission Recommendations re Ordinance No. 237, Shoreland <br />ManaRement <br />Council was referred to draft of Ordinance No. 237, and to recommendations <br />of the Planning Commission (minutes of 8/7/85). Miller reported that <br />formal approval has not been received to date from DNR. Miller noted <br />the amendments recommended by the Planning Commission; advised that the <br />ordinance draft will be put in ordinance form by the City Attorney after <br />acceptance of the draft by Council, and formal approval by DNR. <br /> <br />Hicks moved, seconded by Peck, that Council accept the Shore land Ordinance <br />in content and authorize its referral to Attorney Lynden to put into <br />ordinance form. Motion carried unanimously. (5-0) <br /> <br />Request for IRB Bonds for Bethel Col1eRe Dormitory - Stephen Mattson <br />Request withdrawn. <br /> <br />Cable TV Construction on Katie Lane - Mark Matthews, Group W Cable <br />Council was referred to letter from Mark Matthews (9/9/85) requesting permis- <br />sion to connect Katie Lane with cable service from the trunk line on <br />Cleveland Avenue, which is part of the New Brighton trunk, not Arden Hills. <br />Matthews explained this connection can be made at a cost of $3,000; cost to <br />connect to Arden Hills trunk would be aDout $30,000. <br /> <br />It was asked if Katie Lane residences could be connected to the Arden Hills <br />trunk line on Stowe Avenue. Matthews said he had not looked into <br />Stowe Avenue as an option, but he will do so. Matthews said he was pursuing <br />a temporary connection for a Katie Lane resident who is interested in <br />getting cable service. Matthews said he will return, if Stowe Avenue is not <br />found to be a viable option. <br /> <br />. <br />
