Raddatz <br />said the sewer is about 350' in length; area is overgrown with brush, there- <br />fore the problem has been hidden; reported that the problem started last <br />year when the storm sewer was cleaned. <br /> <br />Raddatz explained that the sewer has eroded a gully about 10' deep and 20' <br />wide; small trees and the block wall around a resident's garden have fallen <br />into the gully - wall was about 100' long x 4' to 5' in height. <br /> <br />Raddatz said he doesn't have the equipment" to repair the problem; so <br />obtained prices on materials and equipment rental, as well as quotes from <br />two contractors to do the work. <br /> <br />Raddatz referred Council to the two quotes received, which were $8,940 and <br />$6,100, for labor and material; estimated the cost at $6,680, if work is <br />done by City crew. <br /> <br />. <br /> <br />Raddatz explained how the problem will be corrected; explained that a load <br />Or two of rock will be needed to break up the force of water, to prevent <br />wear by the water; area will have to be seeded and mulched to prevent <br />erosion; hay bales will be needed to slow the water flow. Raddatz said the <br />resident's wall will not have to be restored; resident is not opposed to <br />not re-insta1ling it, is satisfied that it will no longer serve a purpose <br />after the work is completed. <br /> <br />After discussion, Hicks moved, seconded by Sather, that Council authorize <br />Raddatz to complete the work at the $6,100 cost estimate. Motion carried <br />unanimously. (4-0) <br /> <br />Turn Lane at Hamline and STH 96 - Status Report <br />Raddatz reported that the turn lane is near completion. The top 1" <br />bituminous layer will be applied; the Group W pole will be moved to the east <br />edge; grass will be planted along the east edge of the turn lane; the lane <br />will then be striped and signed. <br /> <br />Resi~nation - Cable Communications Citizen Advisory Committee <br />Sather moved, seconded by Peck, to accept the resignation of Peter McCall <br />from the Cable Communications Citizen Advisory Committee. Motion carried <br />unanimously. (4-0) <br /> <br />(McNiesh to relay Council's appreciation for his service to the City.) <br /> <br />Northpark Business Center Park Dedication Report <br />Hicks reported that David Weir, Woodbridge Properties, called him relative <br />to the $57,600 park dedication, payable over ten years in equal annual <br />payments. Weir proposed two alternatives to this: <br /> <br />$35,000 payable over 10 years, at no interest, or <br />$40,000 payable over 17 years, at no interest. <br /> <br />Hicks said he has reviewed previous park donations; finds most have been at <br />10% and most were up-front money. <br /> <br />Hicks reported that Weir feels he spent an unusual amount for the fountain <br />and amenities including drainage of adjacent properties at Northpark <br />Corporate Center. Hicks stated that he feels Council has been very responsive . <br />at allowing payment over 10 years at no interest. Woodburn said the <br />Northpark Corporate Center had special conditions; therefore, it did not <br />set a precedent for park dedication at other sites. <br /> <br />No action was taken. <br /> <br />OTHER BUSINESS <br /> <br />Youth Service Bureau <br />Hicks referred Council to Youth Service Bureau's letter of June 13, 1985, <br />and attached expansion proposal which reflects an approximate 9.5% increase <br />
