<br />Minutes of Regular Council Meeting, May 13 <br />Page four <br /> <br />Miller reviewed the primary concerns of the Planning Commission and reported <br />that the Planning Commission recommends approval of the Stage 1 General <br />Plan, subject to review of the exterior building surface material if it <br />is not to be brick, and subject to Planning Commission review of detailed <br />plans of the proposed symbol. <br /> <br />Reverend Peterson said that North Heights Lutheran Church has appreciated <br />assistance from Orlyn Miller, the Parks Committee and the Planning Commission <br />in refining their Stage 1 development plans; feels they have a good relation- <br />ship which they want to continue through all phases of development. <br />Peterson said Stage 1 is proposed for 1985/1986 construction; noted that <br />they are proposing to defer the additional 1,000 seats to a later construc- <br />tion stage, probably Stage 2 (3,000 seat - maximum of 5,000 seat total); <br />Stage 3 is anticipated to be the 8 acre commercial area at the northwest <br />corner of the site; Stage 4 (1994/1995) is the Prayer Retreat House. 4It <br /> <br />Peterson reported that North Heights proposes to dedicate 4.57 acres of <br />land, at the south of the site, for City park purpo~es, as recommended by <br />the Parks Committee. <br /> <br />In review of the Stage 1 plans, Peterson explained that they have changed <br />the parking lot configuration and grading; proposes 700 paved parking spaces <br />(667 required); have reduced the grading limits from the earlier proposal - <br />are deferring the cut area at the east of the site to stay about 175' - <br />200' from Snelling in an effort to leave the mature trees and a natural <br />berm at the north; noted they may have to encroach on this setback in later <br />stages of development. <br /> <br />Peterson noted that the Snelling access drive has been moved to the north; <br />refined plan provides for more efficient traffic flow on the site and greater <br />on-site stacking of cars exiting the site. <br /> <br />Peterson noted that they now plan to retain the natural 60' - 70' wide swale <br />(west of the south parking lot); propose to do more field adjusting at the <br />time of grading, to save more trees in the parking areas. Peterson indicated <br />overflow parking area for about 200 cars at the northwest of the site, and <br />parking around the perimeter of the south parking lot. Peterson said they <br />want to retain the wooded appearance of the site and propose to plant more <br />trees. <br /> <br />Peterson reported that they have made application to several other regulatory <br />agencies: <br />DNR ... have verbal assurance of no problem with the Northwest wetland <br />area. <br />Corp of Engineers ... have verbal assurance of no problems. <br />RCWD ... no approval to date. <br />MnDOT '" no approval to date - Peterson reported that MnDOT is willing <br />to talk about a median cut at the Highway 96 aCcess drive; the <br />Church is requesting it be moved toward the west. <br /> <br />In discussion, it was queried how the building will be enlarged to accommodate <br />the additional 3,000 seats. The outward expansion was described, noting <br />there will be no change in the height of the structure. The heights of <br />the various portions of the building were noted (major portion at 46', 24' - <br />26' as seen from Snelling Avenue; symbol will not exceed 90'). The depth <br />of the symbol was estimated at 40' x 4+' by Peterson. <br /> <br />Peterson said North Heights definitely wants the exterior surface of the 4It <br />structure to be brick in the areas that are not to be removed for expansion <br />purposes; noted that "dry-vit" panels or wood panels are proposed, in warm <br />colors, to harmonize wich the earth-tone brick. <br /> <br />It was asked if the future stage building pads will be changed from the <br />concept plan. Peterson said they will not move closer to the east or north, <br />but will probably be closer to Highway 10; noted that one of the buildings <br />shown on the concept plan encroaches on the area proposed for park dedica- <br />tion. <br />
