<br />-. <br /> <br />Minutes of Regular Council Meeting, May 13 <br />Page five <br /> <br />Miller reported that the landscape plan identifies species and sizes proposed <br />around the building and parking lots; plan also shows lighting and signage <br />locations. Miller noted that the grading limits have changed since the <br />Planning Commission meeting; questioned whether the berm shown at Snelling <br />in the south area is really necessary - said he does not see much of a need <br />for this berm. Miller said he would like to see more planting in the northwest <br />area, but this area is a natural for snow storage and also a logical over- <br />flow parking area. Miller noted that most of the coniferous trees have <br />been deleted from the earlier plan. <br /> <br />A drawing was shown by Peterson of the areas where trees will be retained, <br />and where trees are proposed to be removed. <br /> <br />. <br /> <br />The lighting plan was shown, as well as a drawing of the "shoe box" type <br />light on a 30' high pole. Miller said the lens is recessed into the box; <br />light is downward; poles are higher than in other developments in Arden <br />Hills; feels the height may be a problem in other stages of development, <br />but not in Stage I, because of the distance from s~rrounding roads. Spacing <br />was stated to be 180' - 200' apart, creating pools of light. Miller was <br />asked to determine the candle power which should not exceed 1 foot-candle. <br /> <br />It was asked if the symbol is part of Stage 1. Peterson said we are asking <br />for approval contingent upon Planning Commission approval. Peterson re- <br />ported that the Planning Commission wants more detail; noted that North <br />Heights has not decided how to put light on it; etc. <br /> <br />Hicks said he appreciates that North Heights want the structure to look <br />like a church; would like to see a re-design to bring the height of the <br />symbol down; feels the height is excessive. Hansen agreed that the symbol <br />seems too massive. Peterson noted that it is over 1,000 feet from Snelling <br />Avenue and 400 feet from Highway 10; advised that the symbol is a signi- <br />ficiant part of our development. Hicks stated that the colored rendering <br />from Highway 10 is. pleasing but very visible at 90' in height. <br /> <br />Miller noted that church spires, etc. are exempt from Zoning Code height <br />limitations; noted that other structures may be permitted to exceed height <br />limits if it is determined that fire protection can be acconunodated; there <br />is no negative impact on scenic view nor will it shut off light or air; <br />structure will not exceed a floor area ratio of 0.5 and structure will have <br />greater setbacks than the height. Hicks noted that the symbol appears to <br />be a structure plus a spire (cross). Peterson said they will make a full <br />presentation to the Planning Conunission; North Heights does not know what <br />they desire at this time. <br /> <br />Hansen moved to approve the Planned Unit Development, Stage I, General Plan <br />and issuance of a Planned Unit Development Permit, contingent upon Planning <br />Commission review of the detailed plans of the symbol and exterior building <br />surfacing materials and subsequent Council approval. Hicks seconded the <br />motion and moved to amend the motion to add Council's approval of the brick <br />exterior surface of the worship center, excluding the three expansion sides <br />from use of brick (approving non-brick on the expansion sides). Amendment <br />was accepted by Hansen. <br /> <br />. <br /> <br />After discussion of the motion, Hansen moved to further amend the motion <br />to add that Council accepts the 4.57 land dedication to the City as <br />fulfillment of the park dedication requirements, as reconunended by the Parks <br />Conunittee; actual dedication to the City to occur prior to building occu- <br />pancy. Hicks accepted the amendment and the two amendments to the motion <br />carried unanimously. (5-0) <br /> <br />After discussion of the original motion, it was moved by Hicks that the <br />motion be amended to add that the following items be made conditions of <br />the Planned Unit Development Permit: <br /> <br />1. The Snelling Avenue exits shall be signed "No Right Turn". <br />2. North Heights Lutheran Church shall provide traffic controllers, at <br />their expense,' to prohibit left-hand turns from Snelling Avenue and <br />right-hand turns to Snelling Avenue from the east entrance if signage <br />alone proves ineffective. <br />3. If weekday traffic through the adjacent neighborhood becomes a <br />problem, the Snelling Avenue entrance shall be closed except for major <br />events when traffic controllers are used. <br />
