The use of the church and supporting facilities wit~the R-l Zoning <br />District shall be limited to those uses and activities normally <br />associated with a church operation. Extensive use of the church <br />facilities by rental or lease arrangement specifically for the purpose <br />of generating revenue for North Heights Lutheran Church shall be <br />prohibited, except as approved by the City Council. <br />5. The parking provided for Stage 1 shall be monitored by North Heights <br />Lutheran Church and the City to determine parking demand patterns <br />and adequacy of supply before additional expansion stages, as depicted <br />on the Concept Plan, are permitted. If parking demand increases to <br />a point that adequate spaces cannot be provided within site coverage <br />limitations, future enlargement of worship space and support facilities <br />may be restricted accordingly. <br /> <br />and that Council discussed the need for an E.A.W. and decided it is not <br />necessary. Motion on the amendment was seconded by Peck and carried <br />unanimously. (5-0) <br /> <br />. <br /> <br />Sather stated that he feels the applicant has shown sensitivity for the <br />area and that Council appreciates this; expressed disappointment relative <br />to the discussion about the symbol; thanked the applicant for his work and <br />patience. <br /> <br />The original motion carried unanimously. (5-0) <br /> <br />Case No. 84-5. Interpretation of Modification of Special Use Permit re Site <br />Plan (ParkinR and LandscapinR) - Arden Shoreview Animal Hospital. Dr. Richard <br />Routhe <br />Miller advised that a decision to approve or disapprove the site plan changes <br />is not requested tonight; explained that the animal hospital is currently <br />waiting for the site to dry out so paving and landscaping can be completed; <br />reported that the applicant has re-assessed the site plan and proposes to <br />re-arrange the parking and landscaped areas to provide a large space to' <br />exercise animals (west of the building) iustead of the narrow space at the <br />north between building and fence. Miller explained that use of the site <br />is not affected; Council is asked to make the determination of whether the <br />proposed site plan changes are deemed to be "insignificant"; if so, an <br />amended Special Use Permit (which requires the same procedure as a new SUP) <br />is not required, and the site plan changes can be reviewed without holding <br />a Public Hearing. <br /> <br />After discussion, Hicks moved, seconded by Hansen, that Council interpret <br />the proposed changes as "not significant" and do not require an Amended <br />Special Use Permit. Motion carried unanimously. (5-0) <br /> <br />Case No. 84-23, Shore land ManaRement Ordinance <br />Council was referred to Planning memo of 3/20/85, Planning Commission recom- <br />mendation (minutes of 5/1/85) and to Preliminary Request for Lake <br />Reclassification and Zoning Provision Modifications. <br /> <br />Miller reported that the Planning Commission, upon recommendation of the <br />Shoreland subcommittee, recommends Council approval of the changes in clas- <br />sifications and development standards as submitted. Miller noted that <br />after approval by City Council and subsequent approval by the DNR, a <br />Shore land Management Ordinance will be prepared for adoption by the Council. <br /> <br />Miller briefly reviewed the justification for the reclassifications re- <br />quested. After discussion, Hansen moved to adopt Resolution No. 85-22, . <br />RESOLUTION REQUESTING DNR APPROVAL OF RECLASSIFICATION AND ZONING PROVISION <br />MODIFICATION, AS SUBMITTED.
