<br />Minutes of Regular Council Meeting, April 29, 1985 <br />Page three <br /> <br />for fill placed on the Bona property in 1984 be waived because the land <br />was filled nearly a year ago, property has been graded and terraced, <br />and the appearance of the property is aesthetically pleasing and there <br />is no longer a need for controls. <br /> <br />. <br /> <br />Council reviewed past correspondence, advising Mr. Bona of the Special <br />Use Permit requirement for the deposition of more than 400 cubic yards <br />of earth material on his property and that Council expects him to obtain <br />the permit after requirements for fill permits are established (12/27/84 - <br />Ordinance No. 235). <br /> <br />. <br /> <br />After discussion re anticipated costs involved for Special Use Permit <br />procedure, possible impact of fill on neighboring properties, filling <br />without the required permit, requiring a permit after the fact, etc., <br />Sather moved, seconded by Woodburn, that Council deny the request to <br />waive the Special Use Permit requirement for fill on the Bona property. <br />Motion carried unanimously. (4-0) <br /> <br />Request for 180-Day Time Extension for Variances - Case No. 84-30, Ospina- <br />Anderson <br />Council was referred to letter (4/18/85) from M. V. Rich Company, Inc. <br />, . <br />request1ng a 180-day time extension for the Ospina/Anderson Medical/Dental <br />building variances (County Road E). <br /> <br />Hansen moved, seconded by Peck, that Council approve a 180-day time extension <br />for the medical/dental building variances (until November 19, 1985). Motion <br />carried unanimously. (4-0) <br /> <br />REPORT OF VILLAGE PUBLIC WORKS SUPERVISOR ROBERT RADDATZ <br /> <br />Approval of Summer Employees <br />Raddatz referred Council to his recommendations for summer help (memo <br />of 4/25/85). <br /> <br />Hansen moved, seconded by Sather, that Council authorize the hiring of <br />Steve Zehm and Tony St. Marie (OJT student) as outlined in memo. Motion <br />carried unanimously. (4-0) <br /> <br />(Raddatz deferred his recommendation of additional summer employment <br />to a future Council meeting.) <br /> <br />1985 Capital Outlay for Vehicles <br />Raddatz referred Council to his memo of 4/25/85, recommending the purchase <br />of a small pickup truck and two I-ton trucks with plows. Raddatz explained <br />that new plows of the same size and same cutting edges eliminates the <br />stocking of extra parts; noted that the existing plows are re-built and <br />of various sizes. <br /> <br />Sather moved, seconded by Peck, that Council accept the 1985 Capital <br />Outlay as per memo. Motion carried unanimously. (4-0) <br /> <br />(Raddatz will obtain quotes for Council's review at the next Council <br />meeting. ) <br /> <br />Water Meter Valves - Resolution No. 85-19 <br />Council was referred to Raddatz's memo (4/25/85) and to a picture of <br />the water meter valve recommended instead of meter couplings now in use. <br /> <br />. <br /> <br />Peck moved, seconded by Sather, that Council authorize the use of water <br />meter valves, as per memo, and adopt Resolution No. 85-19, AMENDING RESOLUTION <br />NO. 81-25, RESOLUTION ESTABLISHING FEES FOR MUNICIPAL WATER UTILITY, <br />TO ADD WATER METER VALVE CHARGES. Motion carried unanimously. (4-0) <br /> <br />1985 Sealcoatin~ <br />Raddatz referred Council to his memo (4/25/85) re proposed 1985 Sealcoating. <br /> <br />Hansen moved, seconded by Peck, that Council authorize the City Engineer <br />to prepare Sealcoating Specifications and Advertisement for Bids for <br />1985 Sealcoating. Motion carried unanimously. (4-0) <br />
