Jarboe explained that, If Councl I determines to proceed, <br />Dorsey & Whitney wi II prepare and fl Ie the Appllca~lon forms-for <br />approval of the project, as well as the supporting materials <br />and the form of resolution to be considered by the CIty Councl I <br />after the public hearing Is held. . <br /> <br />In review of the proposed Notice of HearIng and Resolutions <br />(attachments to Jarboe's letter of 10/12/84), Jarboe was asked <br />If this request meets all the criteria to apply for IRB financing. <br /> <br />Jarboe explained that there Is a limit on the amount to be Issued; <br />reported that all unused amounts are put In a competitive pool - <br />If you meet crlteria, you get points; highest number of points gets <br />the financing. Jarboe was asked his Judgement on whether this appli- <br />cation will be successful. Jarboe said this is a new procedure - <br />It Is difficult to know; noted the financing is geared to the <br />Central City; feels ,it is hard to tell If it has a.chance. Jarboe <br />said he believes Routhe will get his money back, if he loses In the <br />lottery (10% of the $400,000>. <br /> <br />Hicks moved that Council adopt Resolution No. 84-42, RESOLUTION <br />RELATING TO A PROJECT UNDER THE MUNICIPAL INDUSTRIAL DEVELOPMENT <br />ACT: GIVING PRELIMINARY APPROVAL TO THE PROJECT AND THE ISSUANCE <br />OF REVENUE BONDS TO FINANCE THE PROJECT, AND CALLING FOR A PUBLIC <br />HEARING THEREON. Mulcahy seconded the motion and the mctlon <br />carried (Hicks, Mulcahy, Rauenhorst, Hansen voting In favor of <br />the motion; Woodburn voting In opposition.) (4-1) <br /> <br />Hicks said he feels the Council should put in place a set of <br />criteria for IRB financing; noted the City has nothing In place <br />now; suggested this be considered at the November 5th study meet- <br />Ing. McNlesh was requested to provide Council with material <br />previously under consideration by Council re IRB financing. <br /> <br />Status Report - Park Dedication McClunr's 3rd Addition <br />Council was referred to McNlesh \s memo 10/12/84). McNlesh explained <br />that Mr. McClung has requested that the cash portion of the McClung <br />3rd Addition park dedication not be tied to recording of the plat. <br />Mr. McClung presented copies of his park dedication calculations to <br />Council: <br />Path = 654 SF <br />Park = 13,404 SF <br />Park and Path = 14,058 SF = .3227 acres <br /> <br />/dI,%~Total acres In plat .6078 <br />, -.3227 Ac land dedication <br />.2851 Ac cash dedica'tlon . <br /> <br />McClung explained that he ls not a builder; sells lots to be built <br />upon by purchaser; explained that he does need to know the amount <br />of his cash park dedication, prior to sale of lots, but wants to <br />record the plat now. <br /> <br />Rauenhorst moved, seconded by Hicks, to allow the recording of the <br />plat, requiring resolution of park dedication prior to Issuance of <br />building permits.
