Woodburn read the petition aloud. <br /> <br />Mr. Schuster, Group W Cable, reported that a great deal of time <br />has been spent trying to respond to concerns of residents; noted <br />that the "Brigadoon" area has all utilities underground, including <br />cable boxes; advised that this is a unique situation; advised <br />that Group W's intent is to build the cable as we are doing it <br />now, which is in accordance with the franchise agreement; <br />explained the problems experienced when active electronic equip- <br />ment is buried - <br /> <br />- because of snow and cold, experience service problems <br />- boxes are difficult to locate in deep snow and after <br />located have to be thawed. <br /> <br />Schuster explained that they do not have the leeway to relocate, <br />because of limited footage; noted that the location of the <br />pedestals is crucial. <br /> <br />It was queried whether Arden Hills has the power to hault con- <br />struction. Bauer responded that Group W is acting correctly <br />under the contract - noted that the system is to be operative <br />by November 12, 1984; feels the City does not have the power to <br />require a hault, without rescinding the contract. Franke said <br />the Commission represents the cities - has the same power the <br />cities have. <br /> <br />Mr. Smith said the residents in the Karth Lake area are looking <br />for a more aesthetic installation; feel the boxes have a <br />negative impact on the appearance of the Karth Lake area; noted <br />that they are looking for the best cosmetics they can get. <br /> <br />Perry Lippert said he feels it is more advantageous to put the <br />boxes underground; boxes can get damaged by the snowplows; noted <br />that there is moisture in the boxes regardless of whether they are <br />above or underground. <br /> <br />Rauenhorst moved, seconded by Mulcahy, that Council take the <br />matter under advisement and asked Bauer to represent peoples' <br />concerns on August 2nd and report back to Council. <br /> <br />In discussion, Christiansen said it is important that the <br />petitioners attend the Thursday night meeting in Roseville. <br />Rauenhorst noted that the impact is on all Arden Hills residents. <br />Motion carried unanimously. (4-0) <br /> <br />Lexington Avenue Lane Striping <br />Rauenhorst moved, seconded by Mulcahy that Council request 3-lane <br />striping of Lexington Avenue. <br /> <br />Mr. Lippert presented a petition to Council signed by about 45 <br />people requesting that Lexington Avenue be striped for. 3 lanes, <br />as opposed to 4 lanes. Lippert explained that the reasoning is: <br /> <br />- cars would 'be kept out in the roadway, away from the <br />walking/bike path; therefore safer for children. <br />- traffic would be maintained at a slower pace on 3-lanes; <br />therefore, more like a residential street. <br />
