<br />~ <br /> <br />, <br /> <br />Minutes of Regular Council Meeting <br />Monday, July 9, 1984 - 7:30 p.m. <br />Page Two <br /> <br />explained that originally the drainage was over the surface and was <br />changed to a drainage pipe to Lake Johanna. <br /> <br />Christoffersen noted that the Carlson house is at the edge of the <br />easement; the catch basin is not taking all the water, consequently, <br />the excess water is following the original surface drainage route. <br />Christoffersen explained that the existing storm sewer is designed <br />for a "5-year storm"; explained that the problem would be alleviated <br />if a valley was kept along the easement - Carlson yard is currently <br />about 6" higher than the Rauenhorst yard; noted that the Rauenhorst <br />driveway is low, water runs from the higher area to the driveway <br />and eventually into the garage and then to the lake. <br /> <br />In discussion, it was asked if the existing pipe is carrying all <br />the water it can. Christoffersen said it is not, the catch basin <br />is not adequate; explained that the situation can be rectified by <br />lowering the catch basin (or replacing the existing round catch <br />basin with a square or rectangular catch basin, which holds more <br />water) and raising the curb; estimated the cost at $1500-$2500, <br />depending on the catch basin (existing or square); noted that the <br />extimated cost includes removal and replacement of about 20' of <br />curb and Village employee time. <br /> <br />Hicks asked if the pipe is large enough to handle storms larger <br />than "5-year". Christoffersen said it is not, can build the storm <br />sewer to withstand a 10-year storm, or greater, if this is what <br />Council wants; noted that the problem is the shallow manhole - <br />can correct it to take about 6 cfs (about $1500) or can build a <br />square or rectangular catch basin to take about 10 cfs ($2500). <br /> <br />Hicks moved, seconded by Mulcahy, that Council authorize the <br />improvement to lower the intake catch basin, change it to a <br />rectangular catch basin, replace curb and gutter and bolt manhole <br />at a cost not to exceed $2500. Motion carried unanimous1y.(4-0) <br /> <br />Carlson asked the cost to replace 15" pipe with 18", pipe. <br />Christoffersen estimated the cost at $30/foot (about 200' of pipe). <br /> <br />Letter Complaint re Water Impr. 83-4 Construction <br />Council was referred to letter of 6-28-84 signed by several <br />residents on Highway 10, registering a complaint about the Water <br />Improvement 83-4 construction work. <br /> <br />Christoffersen reported that the inspector has experienced <br />difficulty in getting the contractor to get the job done on time <br />and done correctly; explained that the wet weather has been part <br />of the problem - early snow - couldn't get him back this spring <br />because it was too wet; was advised not to pave - contractor <br />paved anyway; feels contractor is not reliable - refused to do <br />anything until it really got dry and refused to put gravel down. <br />etc. <br /> <br />. <br /> <br />Christoffersen reported that the contractor has submitted an <br />application for payment; recommends no payment until the bituminous <br />is corrected (have about $8000 retainage). <br /> <br />(Rauenhorst returned to Council room) <br /> <br />Park Dedication, Office/Warehouse. Round Lake Road West - <br />Nielsen and Associates Realty <br />Mulcahy reported that he met wich Nielsen and Associates relative <br />to park dedication on two parcels of land; noted that they have <br />their proposal before Council tonight. <br /> <br />Jeff Nielsen and Tim Nelson were present, and presented copies of <br />their park dedication proposals for two industrial sites: <br /> <br />- 4.176 acres on Round Lake Road West <br />- 5 acres on Red Fox Road <br /> <br />. <br />
