<br />. <br /> <br />. <br /> <br />~ <br /> <br />Minutes of Regular Council Meeting <br />Monday, July 9, 1984 - 7:30 p.m. <br />Page Three <br /> <br />Nielsen explained that the proposed park dedication fees are based <br />on 8% of the market value appraisals; noted that they are proposing <br />some credit for on-site open space and on-site drainage, which has <br />apparently been applied to other sites. <br /> <br />In discussion, it was queried when the actual sale is contemplated <br />on the Red Fox Road parcel. Nielsen advised that, if the normal <br />course of action takes place, he anticipates taking possession in <br />30-60 days. Woodburn said he'd prefer knowing the actual purchase <br />price as the basis for park dedication. <br /> <br />Mulcahy noted that 10% is our normal goal, as specified by ordinance. <br />It was queried why 70~/s.f. is proposed, if true value is $1.00/s.f. <br />Nielsen explained that there are times a developer over-pays for <br />property in order to deliver a quality product; feels it may <br />jeopardize the project if park dedication is based on the actual <br />purchase price. Nielsen referred to other Arden Hills park dedica- <br />tion fees; noted they seem to deviate from one development to the <br />next; noted that interest rates have gone to 12%-14% - interest <br />rate and park dedication are elements which will determine whether <br />or not we will close on the property; feels he has to know the <br />park dedication requirement now. <br /> <br />After discussion, Hicks moved, seconded by Woodburn, that Council <br />accept a park dedication of $18,000 on the Round lake parcel, <br />payable within 3 years; first payment to be one year from date of <br />building occupancy. Motion carried unanimously. (5-0) <br /> <br />Rauenhorst moved, seconded by Christiansen, that Council accept a <br />park dedication of $21,780.00 ($1.00/s.f.) on the Red Fox Road par- <br />cel, payable within 3 years; first payment to be one year from date <br />of building occupancy. Motion carried (Rauenhorst, Christiansen, <br />Hicks voting in favor of the motion; Woodburn and Christiansen <br />voting in opposition). (3-2) <br /> <br />Oiscussion re Third Fire Station - <br />Christiansen summarized the discussion at the June 28th meeting at <br />Fire Station #2, called by Fire Chief Dave Koch, concerning the <br />financing of the third proposed fire station; reported that <br />Shoreview indicated it might agree to a 60/40 proposal; feels <br />Shoreview will withdraw if something similar to this is not accept- <br />able; noted that it is his understanding that the 60% is for <br />capital costs; operating costs would be apportioned to the three <br />cities according to the respective valuation. <br /> <br />In discussion, concern was expressed that it is very important to <br />hold the group together; felt it is in the best interest of Arden <br />Hills to stay with the group. It was noted that Shoreview and North <br />Oaks have the potential for greater growth than Arden Hills - <br />Shoreview is willing to accept the growth potential; North Oaks <br />should also be willing. Council concurred with the 60/40 split. <br />It was suggested that Arden Hills' range should probably be in <br />the 15%-25% range. <br /> <br />Park Committee Recommendation - Wild Flower Areas in Crepeau Park <br />Don Messerly, Parks and Recreation Committee member, referred <br />Council to the Parks and Recreation Committee Minutes of June 12th; <br />noted that the proposed plan for Crepeau Park is to develop it as <br />a "nature center and wild life sanctuary". Council was referred <br />to a sketch of the park, showing proposed areas for wild flowers, <br />aquatic flowers,dam, bridge, berry shrubs, benches, etc. Messerly <br />said the walking trails proposed will also be used for cross-country <br />ski trails. <br /> <br />Messerly reported that "Prairie Restoration" will present some ideas <br />for the Committee's consideration; reported that the site was formerly <br />rolling hills, covered with oaks and prairie floor and controlled <br />by prairie fires. <br />
