<br />~ <br /> <br />Minutes of Regular Council Meeting <br />Monday, July 9, 1984 - 7:30 p.m. <br />Page Four <br /> <br />Messerly explained that a water retention structure is proposed to <br />restrict the water; permits will be needed by RCWD and DNR. <br />Messerly noted that a clearing job for wild flower area will be <br />needed in order to plant by mid-October; expect volunteers to do <br />much of the work; asked Council approval of the proposed nature <br />center and wild life sanctuary concept for Crepeau Park. <br /> <br />Mulcahy moved, seconded by Rauenhorst, that Council approve the <br />expenditure of up to $1500 for the development of Crepeau Park as <br />a nature center and wild life sanctuary. Motion carried unanimously. <br />(5-0) <br /> <br />Human Rights Committee ApPointments ~ <br />Mulcahy reported that Human Rights Commission Chairman, Cal Meury, <br />suggested that persons interested in appointment to the Arden Hills <br />Human Rights Commission attend the training session; noted that the <br />training session is tonight; recommended that Council defer <br />appointments to see who actually attends. <br /> <br />Council concurred. <br /> <br />REPORT OF VILLAGE TREASURER DONALD LAMB <br /> <br />Investment <br />7-6-84 - $550,000 for 6 months at 12% interest at First Federal, <br />to mature 1-4-85. <br /> <br />Hicks moved, seconded by Rauenhorst, that Council ratify the <br />Treasurer's investment. Motion carried unanimously. (5-0) <br /> <br />Resolution No. 84-21, Resolution Acceptini Resignation and <br />Declaring that a Vacancy Exists as Counci member. <br />Rauenhorst moved, seconded by Hicks, that Council adopt Resolution <br />No. 84-21. Motion carried unanimously. (5-0) <br /> <br />Council concurred to accept applications for appointment, and <br />resumes through August 8th; Council to consider applications on <br />August 13th. <br /> <br />Preliminary Discussion - Parkway Study <br />Mulcahy distributed copies of memo re Parkway Study dated 7-9-84 <br />for Council's consideration. Mulcahy proposed that Council <br />authorize the parkway study as proposed; cost not to exceed $2500; <br />cost to be funded from the Park Fund and Planning Consultant fees <br />(General Fund) in 1985. <br /> <br />Rauenhorst moved, seconded by Mulcahy, that the City Planner be <br />authorized to study the concept and feasibility of a parkway system <br />for Arden Hills for implementation as part of the Transportation <br />Plan of the City, such study to include the formation of a task <br />force consisting of interested members of the Planning Commission, <br />the Parks Committee and the Parks Liaison Councilmember; such study <br />to cost no more than $2,500 and include the following activities: <br /> <br />1. Establish basic goals and objectives of the parkway system. 4It <br />2. Identify potential parkway routes. <br />3. Establish typical "cross section" of parkway road and <br />right-of-way requirements. <br />4. Evaluate the existing streets, rights-of-way, and adjacent <br />development of potential par~way routes to determine the <br />physical and financial feasibility of parkway construction. <br />5. Meet with County Traffic Engineer and City Engineer. <br />6. Prepare planning graphics for discussion purposes. <br />(potential routes, typical cross-section, problem areas). <br />7. Summarize mutual findings and recommendations 'in brief <br />report to City Council. <br /> <br />In discussion, Hicks suggested that the stu~y proposal be referred <br />to the Finance Committee for consideration in the 1985 budget; <br />noted the expenditure is not budgeted in 1984. <br />
