Hicks said he assumes <br />Arden Hills will get a formal request. Miller said, when project Is 10% designed, <br />they wi II advise the City of their needs. <br /> <br />REPORT OF VILLAGE ENGINEER DONALD CHRISTOFFERSEN <br /> <br />Feasibility Report. Impr. No. SS-W-P-ST-84-2 - Resolution No. 84-15 <br />Council was referred to Feasibility Report of Lamettl Addition (5-24-84), a copy <br />of which was given to the developer. <br /> <br />McNiesh read a letter from property owner Catherine Lamettl asking the City to . <br />proceed with the project. <br /> <br />Christoffersen noted that there is stll I time to withdraw from the project before <br />award of the bid If the bids are unsatisfactory; noted, however, that developer <br />Is responsible for engineering costs Incurred to that point. McNlesh noted that <br />the final plat Is not executed by the City until bid Is awarded and Developer <br />Agreement, as approved by the City Attorney, Is executed. <br /> <br />Hicks moved, seconded by Mulcahy, that Councl I adopt Resolution No. 84-15, <br />ORDERING IMPROVEMENT PURSUANT TO PETITION BY 100% OF AFFECTED PROPERTY, LAMETTI <br />ADDITION. Motion carried unanimously. (5-0) <br /> <br />ElmQuist Appraisal Report - Lamettl Property <br />Council was referred to appraIsal computations. Mulcahy noted that the report <br />appraises the property at $250,000, exclusive of the Lamettl homestead, which Is <br />lower than he anticipated. Hicks and Rauenhorst also said they feel the <br />appraisal seems low. A copy of the appraisal was given to developer William <br />Muske. <br /> <br />No action was taken by Council; park dedication negotiations were referred to <br />Mulcahy for recommendations to Councl I. <br /> <br />Christoffersen advised developer that a grading plan wll I be needed before he <br />can proceed with the plans and specifications for streets and utllltes. <br /> <br />Ham II ne Avenue <br />Christoffersen reported that, according to the formula, State wll I pay 8% of <br />engineering and Inspection costs; City's cost for preparation of plans and <br />specifications (Hamllne Avenue Improvement south of Elde Circle) Is $30,000 <br />(Christoffersen's rough estimate, plus 5%). Christoffersen was authorized to <br />proceed with the project. <br /> <br />Cable TV Status Report - Bt II Bauer <br />Bauer reported that NSCC voted to have a consultant (Cooper Associates) review <br />the modified Group W system. On May 3rd, NSCC voted to adopt Group W proposals <br />and send amendments to cities for adoption; reported that Group W has begun <br />marketing of the system In Rosevll Ie, Little Canada, Falcon Heights, Lauderdale; <br />noted that the system Is not quite ready for marketing In Arden HII Is; <br />marketing can begin after approval of the system by the City. <br /> <br />Bauer reported that the Committee attended the Lake Owasso "hands on session" on <br />use of portable equipment; reported that 50% of the overhead Is activated, . <br />underground Is under way. <br /> <br />Bauer reported that Arden HI I Is has received reimbursement of $6,900 franchise <br />fee through April 12, 1984; noted that $150,000 wi II be paid by Group W to <br />NSCC, In lieu of penalties, for not being operational as per contract. Bauer <br />reported that Jim Daniels has resigned; replacement Is Terry Schuster; reported <br />that Ramsey/Washington are apparently re.negotlatlng with Group W - have <br />scheduled a public hearing. Mulcahy asked Bauer If Arden HII Is could receive <br />a copy of Ramsey/Washington consultant's report. Mulcahy asked Arden Hills <br />options at this point. <br /> <br />Bauer said: <br /> <br />I. Could sign franchise and receive service. <br />2. If City doesn't approve modified system, there wll I be no service this <br />year, and it could throw a "monkey wrench" for other cities' service. <br />Bauer said they could go around Arden HII Is, but It would be expensive - <br />
