Could go out for bids on our own system; we mayor may not get anything. <br /> <br />No Council action was taken. <br /> <br />. <br /> <br />Public Safety Committee Discussion/Recommendations <br /> <br />Petition re Hamllne Avenue Speed Reduction. Semaphores. Bikeway - <br />Resolution No. 84-16 <br />Rauenhorst reported that residents are concerned about the 41 accidents <br />reported over 2i years; referred Council to Public Safety Committee's <br />recommendation (Minutes of 5-21-84) that the speed be reduced to 30 MPH. <br /> <br />In discussion, Christiansen noted that Hamllne Is a "thoroughfare", not a <br />"residential" street; feels reduced speed limit will not solve the problem; <br />Hamllne is a poorly constructed street now and should be Improved; feels <br />reduced speed limit Is unreasonable and Improbable. Woodburn said the <br />State will probably not reduce the speed to that extent, (30 MPH). Hicks <br />said he feels current 45 MPH limit Is a bit high for the condition of the <br />street. <br /> <br />The speed report by Ramsey County Sheriff was reviewed. Hicks noted that <br />the report Indicates 37% traffic exceeds the 45 MPH limit. Christiansen <br />noted that this proves that changing the speed limit does not affect the <br />speed. Hicks said he does not think the speed limit on Hamllne should be <br />faster than on Lexington, south of County Road E, which he believes Is <br />35 MPH. <br /> <br />Rauenhorst moved, seconded by Hicks, that Council adopt Resolution No. 84-16, <br />RESOLUTION REQUESTING SPEED REDUCTION ON HAMLINE AVENUE FROM STH 96 TO WEST <br />COUNTY ROAD F, InsertIng "30" mph, as recommended by the Public Safety <br />Committee. Motion carried (Rauenhorst, Hicks, Mulcahy, Woodburn voting In <br />favor of the motion; Christiansen voting In opposition). <br /> <br />Street Llqht Request. Colleen/Hamllne Avenue <br />No action was taken by Council, as recommended by the Public Safety Committee. <br /> <br />New Brlqhton Police Proposal <br />Rauenhorst reported that the Public Safety Committee has scheduled another <br />meeting on June 4th at 7:00 p.m. to consider the New Brighton Police <br />Proposa I . <br /> <br />. <br /> <br />Finance Committee Recommendations - Uti Ilty Rates Resolution No. 84-17 <br />McNlesh reported that the Minutes of the meeting have not been received to date; <br />referred Council to draft of Resolution, which she prepared, Incorporating the <br />rate changes recommended by the Finance Committee, effective July I, 1984. <br /> <br />In discussion, Christiansen asked the current status of the water utility, <br />expenses vs. revenue. McNlesh reported a projected deficit of $30,000 In 1984; <br />reported that the recommended Increase In water rate Is 23~/M gallons and an <br />Increase In the quarterly minimum charge of $2.60/quarterly for 5/8" meter; <br />noted that 25%-~6% of accounts are at the minimum rate In 1st quarter, 11% In <br />3rd quarter. McNlesh reported that the proposed rate Increase will probably <br />result In a profit In 1985; 1986 will possibly "break even"; reported that the <br />Finance Committee prefers to not raise the rates every year; noted that the <br />last water rate Increase was In 1982 (a 20+% Increase from 72~ to 87~/ M gallons)j <br />present recommended Increase Is about 26~. McNlesh reported that the Committee <br />recommends no Increase In the sewer utility rates this year. <br /> <br />Mulcahy said he'd prefer to delay action until Council has the Minutes of the <br />Finance Meeting; feels rate Increase should be smaller; said he prefers an <br />annual "pay as you go policy"; does not feel City should "squirrel away <br />money" for a water tower; prefers to take this up at another meeting. <br /> <br />Motion carried (Rauenhorst, Hicks, Christiansen, Woodburn voting In favor of the <br />motion; Mulcahy voting In opposition). <br />
