<br />Minutes of Regular Councl I Meeting <br />Tuesday, May 29, 1984 - 7:30 p.m. <br />Page Four <br /> <br />REPORT OF V I LLAGE TREASURER DONALD LAMB <br /> <br />Investments <br />May 16, 1984 - $200,000 at First Federal at 11% Interest for 30 days, maturing <br />on 6-18-84. <br /> <br />May 21, 1984 - $400,000 at First Federal at 11.7% Interest for 6 months, maturing <br />11-26-84 <br /> <br />Christiansen moved, seconded by Rauenhorst, to approve the Treasurer's report. <br />Motion carried unanimously. (5-0) <br /> <br />PARK DIRECTOR JOHN BUCKLEY REQUESTS <br /> <br />. <br /> <br />Purchase of Llauld Line Marker <br />Councl I was referred to Buckley's memo (5-24-84). <br /> <br />Christiansen moved, seconded by Mulcahy, to approve the Line StrIper as <br />per memo, ($750 expenditure). Motion carried unanimously. (5-0) <br /> <br />4x4 Truck - Color and Dellverv Date <br />Council was referred to Buckley's memos of 5-24-84 and 5-29-84. <br /> <br />Rauenhorst moved to purchase a dark green 4x4 truck, and authorize payment <br />of mileage at 30t/ml Ie to Dave Winkel for his use of his truck this summer. <br />Motion was seconded by Hicks. <br /> <br />In discussion, Council concurred that the 4x4 truck should be green; <br />Christiansen moved to amend the motion to authorize purchase of the 1975 <br />Ford Maverick In lieu of mileage <br /> <br />Amendment to the motion was accepted by Rauenhorst and Hicks and motion as <br />amended, carried unanimously. (5-0) <br /> <br />(It was Council's understanding that the Maverick wll I be sold this fal I.) <br /> <br />Discussion - Oraanizatlon of Council Meetlnas and Aaenda <br />Rauenhorst suggested that Council consider a third "no action" Council meetlng/ <br />month, for reports" discussions etc.; noted that Mounds View does this; <br />suggested Councl I consider this on a trial basis. <br /> <br />Mulcahy said he thinks all members are searChing for shorter meetings; all would <br />feel better If meetln~s could adjourn by 10:30 p.m.; suggested that If each <br />member disciplined himself, Council could accomplish a lot at a 3 hour meeting. <br /> <br />Woodburn noted that Counci I can give meetings any flavor It wants; can al low <br />everyone to talk once on a subject. Hicks commented that someone may ask <br />something that prompts another questIon by a person who has already spoken; <br />would not want to be limited to one statement/subject. <br /> <br />Rauenhorst suggested that Councl I discussions re water tower, fire station, <br />assessments etc. are examples of 3rd meeting agenda Items; meetings would, of <br />course, be public meetings, but they would be for discussion only, with no <br />Council action. Rauenhorst suggested that this 3rd meeting be Informal, with <br />everyone sitting around a table. . <br /> <br />It was queried whether Council approval Is necessary for al I purchases (e.g. <br />line marker) when they are budgeted Items; also payrol I, claims etc. (McNlesh <br />will verify and report Items requiring Council approval). <br /> <br />Mulcahy said he'd prefer to have Mayor state his position earlier In a <br />discussion Instead of when vote Is taken. Woodburn said he believes In the <br />"weak-mayor" system, tries to state his position after other Council members <br />have spoken. <br /> <br />Council concurred to schedule an Informal discussion meeting on Monday, June 18th, <br />on a trial basis (3rd Monday). McNlesh noted that the Public Safety Committee <br />meets the 3rd Monday, every other month; Council may want to alternate with <br />Pub lie Safety. <br />
