(5-0) <br /> <br />Case No. 84-2, Minor Subdivision - Gary Rlppentrop <br />Miller revIewed the proposed spl It of Outlot A, ValentIne Lake <br />View No.3, and consolIdatIon of the two portIons with Lot 6 <br />and Lot 7, ValentIne Lake VIew. CouncIl was referred to a <br />transparency of the proposed lot spl It and consolidation and <br />to the MInutes of the Planning CommissIon Meeting (2-1-84) <br />and Planning Memo (1-20-84). <br /> <br />. <br /> <br />Hicks moved, seconded by Mulcahy, that Council approve the lot <br />spilt and consolidation (minor subdivision) as proposed. <br />Motion carried unanimously. (5-0) <br /> <br />Case No. 84-1, Amended SpecIal Use PermIt - Mounds View HIQh <br />School <br />MIller reported that a publIc hearing was held by the Planning <br />CommIssIon on February 1st; reported the Commission's recom- <br />mendation Is for Council approval of an Amended SpecIal Use <br />Permit for construction of the gymnasium, and for the future <br />addItions In accordance with the overall site plan, with the <br />contIngencies listed In the Minutes of 2-1-84. <br /> <br />Architect Bill Martin Introduced Paul Donley and John Ostrand <br />(MVHS) and John Torseth (ATS & R). MartIn presented large <br />scale drawings of the proposed gym structure and Indicated Its <br />relationship to the existIng school building. MartIn descrIbed <br />the exterior to be of brIck, matching the exIsting school <br />exterior; explained the hIgher mass of the gymnasium Is at 30' <br />and lower portions at 12'. The Interior of the gymnasium was <br />described to be of paInted concrete block with acoustical <br />panels; the proposed gymnasium wi I I have no spectator space; <br />wll I be used strictly for phy. ed. and practice. <br /> <br />. <br /> <br />Miller noted that one of the Planning Commission's recommended <br />contingencIes of approval Is resolution of the water availability <br />problem, which Is a dead-end water lIne. It was explained <br />that. the Fire ChIef feels a hydrant Is needed.south of the <br />building. Miller noted that landscapIng of the parking area <br />along County Road F Is also recommended as a contingency of <br />approval, wIth plan approval prIor to occupancy. <br /> <br />A sketch of the area, IndIcatIng possIbilitIes for another <br />water connection point was Indicated on County Road F, west of <br />the school with a lIne to a hydrant south of the buildIng; <br />two alternate routes from Gramsle Road were also noted, both <br />of whIch require easements. <br /> <br />John Torseth saId the PlannIng CommIssion expressed concern <br />relatIve to the boiler room access to the courtyard. Torseth <br />explaIned that the Fire ChIef sees no problems for fIre fightIng <br />If doors through the arcade are keyed for fIre department use. <br />Torseth said the landscaping wll I be resolved with the PlannIng <br />CommissIon/Planner; noted that the school wants to screen the <br />parking area, but It also has a safety concern for drivers <br />coming out onto County Road F; suggested this may also be a <br />pol Ice concern, but feels It can be resolved satisfactorily. <br /> <br />Torseth explained that the BuildIng Inspector and Fire Chief <br />have requested a hydrant at the rear of the building; options <br />are from County Road F (west of building), two points on Gramsle <br />Road, or across the athletic field to Falrvlew; noted that their <br />choice Is to Gramsle Road. Torseth explained that the existing <br />road at the east and south of the buIlding Is proposed to be <br />extended to the southwest of the building, so fire trucks will <br />have access to the rear of the buildIng. <br />
