<br />MInutes of Regular CouncIl MeetIng <br />Monday, February 13, 1984 - 7:30 p.m. <br />Page Four <br /> <br />Engineer Christoffersen explaIned the loop system, which would <br />be a connection from Gramsle Road to a hydrant at the rear of <br />the school and a connection at County Road F, northwest of the <br />school. Christoffersen said some fire flow tests were conducted; <br />feels a hIgher fIre flow Is required than we have In thIs <br />location; said he feels something must be done to get a better <br />fire flow In the high sChool area, which Is now a dead-end <br />system; noted you get more water from a loop than from a one- <br />way system; explained that the Arden Hills water system was <br />not designed with Mounds View HIgh School In mind (annexed from <br />New Brighton). <br /> <br />Mulcahy suggested that the problem of water avaIlabilIty Is <br />for the SChool to resolve; should not be a contIngency of <br />Council approval of the gymnasium construction; would lIke to <br />see the prOblem decided by the school distrIct and the <br />suggestions come from the school district. <br /> <br />. <br /> <br />Woodburn explained that the school apparently cannot resolve <br />the water connection to Gramsle Road wIthout the City's help <br />In getting the necessary easement(s). <br /> <br />Miller noted that the Planning CommIssIon recommends no new <br />constructIon until the water problem Is resolved. Miller <br />noted that whIle the gymnasium does not Increase the fire danger <br />on the sIte, the PlannIng CommissIon feels the water problem <br />should be resolved, <br /> <br />Rauenhorst asked what the motIvatIon would be to resolve the <br />water problem If not made contingent upon occupancy of the <br />buildIng. Mulcahy said It Is the responsIbility of the school <br />distrIct; If the school wants the CIty to do something, we'll <br />listen; feels the City should not design the system. <br /> <br />Paul Donley explained that the school's concern Is the fIre <br />safety of the building; feel we are under-protected and we want <br />to correct It. Donley said we are also concerned about the cost; <br />want to provide the up-graded system at the lowest possible <br />cost; feel a loop Is not necessary; but the school needs the <br />CIty's help to get a second source of water from Gramsie Road <br />(not necessarily a loop). Donley saId they are concerned about <br />tyIng the resolutIon of the water system to buildIng occupancy; <br />feel the buildIng and water system can be on separate time <br />schedules; noted that obtaining easements can be time-consumIng. <br /> <br />In discussion, Woodburn noted that the Fire Chief has required <br />a hydrant; has not Indicated a flow rate; suggested the building <br />could be approved with a hydrant as Indicated. <br /> <br />John Torseth saId they propose completion of the gym by the <br />fall of '84; anticIpated about a month construction for the <br />water connection, would have to determine whether we can get <br />the necessary easements at least by July. <br /> <br />Mulcahy moved that Councl I approve an amended SpecIal Use <br />Permit for Mounds VIew High School approving the master plan <br />and construction of the gymnasium, contingent upon the <br />following: <br /> <br />. <br /> <br />1. RevIew and approval of a landscape plan by the <br />PlannIng CommIssIon and Council. <br />2. Occupancy of the gymnasium to be contIngent upon <br />a satisfactory progress report concerning adequate <br />water availabIlity for fire protection. <br />3. Approval of the boiler room access by the Fire ChIef. <br /> <br />Motion was seconded by Hicks. <br />
