Assign topic to a Councilmember/Staffteam who would discuss the item first and then at <br /> some point discuss this topic with the broader group. This would require a ranking of the <br /> importance of all possible topics of discussion. Upon completion of the top rated topics, <br />- the other issues could be addressed at random. <br />- <br /> 2.
