I
ARDEN HILLS CITY COUNCIL - FEBRUARY 12 1996 5 .1
Councilmember Hicks inquired if the Council needs to modify the language before adopting the I
Resolution. Mayor Probst replied that Staff has been discussing the language, and that the intent I
is clear.
Mayor Probst noted the change to Item 6 of the Resolution to include: "Council further I
recommends the County to maximize CSAH funds" and to change Item 7 to include: "to be
completed by 1998, with Segment 2 to be completed by 1999, if possible".
MOTION: Hicks moved and Aplikowski seconded a motion to approve Resolution No. 96- I
06, Supporting the Highway 96 Reconstruction Concept Study as amended. The
motion carried unanimously (4-0). I
B. Crystal Avenue Traffic Sil;'n
Dwayne Stafford, Public Works Superintendent, reported that several residents attended the I
Public Works/Public Safety meeting on January 18, 1996, and have requested a sign stating "No
Left Turn to Crystal Avenue between 7:00 a.m. and 8:00 a.m. on School Days". Mr. Stafford I
noted that since the installation of stop signs on County Road F and Fairview Avenue, there has
been a substantial increase in traffic on Crystal Avenue, between 7:00 a.m. and 8:00 a.m. on ..
school days. Mr. Stafford noted the residents determined that the traffic is due to vehicles
heading west on County Road F from Old Highway 10, turning onto Crystal A venue and
speeding up Crystal Avenue to Fairview Avenue, then taking Fairview Avenue back to County .
Road F. He noted this is being done to avoid west bound traffic backed up at the stop sign at
Fairview Avenue.
Councilmember Aplikowski inquired if the problem is speeding traffic or cars backing out from I
driveways. Mr. Stafford reportcd that the complaint states the problem is speeding traffic. but
noted that the Sheriff clocked traffic at only 30 miles per hour. Mr. Stafford noted the problem I
was more likely traffic backing out from driveways onto the street.
Councilmember Hicks agreed that it was difficult to get out of driveways in the morning. I
Councilmember Keirn stated she was not in favor of a sign to correct traffic problems caused by I
another sign. She also noted that the City cannot limit residents from entering their own street.
Councilmember Aplikowski stated that the problem only existed for a short period of time in the I
mornings, and could be avoided by leaving earlier. She continued that the Sheriff could tag
those that are speeding to help ease the problem.
Mayor Probst inquired if there was any information on who generally uses the road. Mr. Stafford I
replied that it was thought to be high school age students. -.
I
