<br />I <br />~. ARDEN HILLS CITY COUNCIL - FEBRUARY 12. 1996 4 <br />I and that the Task Force felt the area had a stronger need than some others. He also noted that the <br />I County cannot commit to building two segments simultaneously, as it would be too large of a <br /> traffic impact on the communities. <br />I Mayor Probst noted that the storm water plan agreed with the land use, but part of the concern <br /> was going from ditch conduit to pipe conduit, as well as where State funding starts and stops. He <br /> noted the City does not have control over those costs, and did not want to be in a position of not <br />I having funds available to finish the project. <br /> Mayor Probst stated that he would like to see the proposed Arden Hills' projects moved forward <br />. as a priority. He noted that the County's Tony Schmidt Park has been slated as one of the top <br /> five reconstruction projects for several years, but parks in surrounding communities have been <br />I completed first. <br /> Mayor Probst inquired ifthe project is a State funding source commitment or a yearly request. <br />. He continued that the City has a limited ability to match funds and, therefore, needs to plan for <br /> such projects. <br />.. Mr. Tolaas stated that two segments of the project are in final design for 1996 construction. He <br /> stated the County is not comfortable designing all seven segments simultaneously, and noted that <br /> within two years all seven segments will be complete. <br />I Mr. Tolaas stated that the Environmental Assessment Worksheet is now under way as well as the <br /> water resources information. He stated this would create a more complete plan by the Fall of <br />. 1996. <br /> Mr. Tolaas stated that the traffic noise issue will be evaluated and included in the plan for the <br />I Fall of 1996. <br />I Mayor Probst inquired if by completing the design phase, the County can encumber funds by the <br /> end of 1997 for all seven segments. Mr. Tolaas responded that was correct, but noted they will <br /> out source the design of all seven segments. <br />I Mayor Probst inquired when the last two segments will be completed. Mr. Tolaas responded that <br /> they would be completed by 1998, possibly 2000. <br />I Mayor Probst inquired if there would be a new bridge constructed as part of the design plan. Mr. <br /> Tolaas stated that there would be a new bridge, but it would not be eligible for funding, as it <br />I would need a sufficiency rating of 35 or less. <br />it <br />I <br />
