These <br />recommendations will ultimately be fonvarded to Congressmen Vento for <br />appropriate action. The Arden Hills Task Force and the TCAAP Re-Utilization I <br />Committee have been striving towards consensus on the two respective land use <br />plans. However, the existing Land Use Plan of the City is still the official <br />document in relationship to the land use on TCAAP. Therefore, the existing Land . <br />Use Plan is the document which Staff recommends be used as a basis for <br />participation in the Program. This Plan should be used until a revised Land Use <br />Plan for TCAAP is officially adopted by the Metropolitan Council and City I <br />Council. <br />Mr. Ringwald indicated Staff recommends that the Council adopt Resolution Number 95-86, I <br />goals for participation in the Metropolitan Livable Communities Act for the calendar year 1996. <br />Mayor Probst inquired as to the goals set for affordable housing and Life Cycle housing. Mr. I <br />Ringwald indicated the numbers will move up or down with market forces playing a major role <br />in the actual outcome of percentages. <br />Mayor Probst inquired if the set of goals are approved by the City, is it a "take it or leave it" I <br />circumstance, or is there room for future modification and revision. Mr. Jack Frost, of the <br />Metropolitan Council Staff, indicated participation in the Program is reviewed annually by the .. <br />City and revisions can be made at that time. Although, the Metropolitan Council does not <br />encourage major changes annually, it is apparent that with the TCAAP property, Arden Hills will I <br />have changes in the future. <br />Mayor Probst expressed his concern for Arden Hills' sector classification. He indicated he had . <br />hoped this would be an opportunity to re-evaluate Arden Hills' classification in regard to State <br />legislation. Mr. Frost noted there are limited Met Council classifications including developing, <br />fully developed, and rural. He noted as the Comprehensive Plan is updated, this will help in re- I <br />evaluation of the City's classification. - <br />Council member Keim inquired as to how the median home value of$115,000 was established. I <br />Mr. Frost indicated the Metropolitan Council established the number, based on various criteria, <br />and this affordability measure will be reviewed and updated annually. <br />Council member Keim inquired as to how the City proves it is trying to establish the goals if the . <br />market forces are keeping the ability to establish them impossible. Mr. Frost indicated the City <br />will be responsible for fulfilling its action plan which will be approved by the Metropolitan I <br />Council. As long as the City follows this plan the City will not be penalized if the market keeps <br />it from meeting its goals. I <br /> .. <br /> I <br />
