CITY OF ARDEN HILLS <br />I- MEMORANDUM <br /> DATE: July 8, 1996 <br />I TO: Mayor and City Council <br />I FROM: Kevin Ringwald, Community Development Director ~ <br /> SUBJECT: Resolution 96-46, endorsing AMM's policy on metropolitan growth <br />1 Request <br />I The City Council is requested to adopt Resolution 96-46, endorsing the Association of <br /> Metropolitan Municipalities (AMM) policy on metropolitan growth (Exhibit A). <br />I Background <br /> The Metropolitan Council estimates that the Twin Cities Metropolitan Area (TCMA) will <br /> increase by 330,000 households and 650,000 people by the year 2020. The impact that these <br />I new residents will have on the metropolitan systems (transportation, wastewater treatment, <br /> aviation, and parks) and the quality of life currently enjoyed by the residents of the TCMA is a <br /> major concern. <br />.. The Metropolitan Council and the Builders Association of the Twin Cities (BATC) have <br /> proposed alternate views on how best to accommodate this growth. The Metropolitan Council <br />I has three proposed alternates for regional growth. Those alternates are: the Current Trend, <br /> Concentrated Development, and Growth Centers. The SA TC' s proposal is based on simplified <br />I and continued expansion of the Metropolitan Urban Service Area (MUSA). The MUSA is a <br /> boundary beyond which the Metropolitan Council will not expend money on metropolitan <br /> systems. The MUS A is meant to regulate development so that the public's investment in the <br />I metropolitan systems is wisely spent. An executive summary of the Metropolitan Council and <br /> the BA TC proposal are attached to this memorandum (Exhibit B). <br />I The AMM has been reviewing both of these proposals and has formulated a policy on the <br /> management ofregional growth. The AMM policy blends the strongest elements of the two <br /> proposals and articulates additional elements which were not addressed in either proposal. <br />I Recommendation <br /> The Staff recommends that the City Council adopt Resolution 96-46. <br />I <br />I <br />,. <br />I <br />
