The LJFD <br /> concept would also eliminate the easternmost four parking spaces and the <br /> I northwesternmost two parking spaces from the lower level parking area. The LJFD <br /> concept would also reduce the parking stall depth of the northerly row of parking on the <br /> lower level parking area by two feet. The LJFD concept would result in at least a six foot <br /> I setback from the north property line and at least a 41 foot setback from the east property <br /> line. <br /> I Case #96-13. The applicant requests approval of front and side yard setback variances to <br /> allow for the construction of a 22 foot by 24 foot detached garage (Exhibit B). The front <br /> I yard setback is proposed to have a 12 foot front yard setback while 40 feet is required and <br /> a side yard setback of five feet while 10 feet is required. <br /> I B. Background. The garage is proposed to be placed within the triangular area of the site <br /> which was formerly used as a Ramsey County Pump site for Lake Josephine. The garage <br /> would be in approximately the same area now occupied by the pump house (used by the <br /> Ie applicant for storage). Immediately east of the proposed garage is the applicants existing <br /> driveway which would provide access to the garage. <br /> I In order to achieve even the proposed 12 foot front yard, the garage has to be placed 5 ft, <br /> from the south side lot line, where a lOft. setback is required. So in this case, both <br /> variances are tied together. The triangular area is too small to allow rotating or moving <br /> I the garage to result in a substantially reduced variance(s) request. <br /> I Although the present pump house is located within the perimeter of the proposed garage <br /> it has about a 15 foot front yard and a 7 foot side yard, Due to its round shape and <br /> smaller size, it does not seem out of place within the required 40 foot front yard along <br /> I Hamline Avenue. <br /> The conclusion ofthe Planning Commission and Staff was that there are other locations <br /> I on the site that would allow the garage to be constructed without variances and would be <br /> consistent with garage locations on neighboring properties. A garage could be located in <br /> the northeast corner of the lot between the present driveway and the east property line and <br /> I would fit within the standard building envelope. It would be similar in location to the <br /> garage on the adjoining property to the east and would leave ample open space in the <br /> "rear" yard.
