Walsh, Parks and Recreation Director (5 J <br /> I FROM: <br /> SUBJECT: Department Report <br /> I Parks and Recreation Committee Update <br /> The next committee meeting is after the Council meeting on November 26. <br /> I Trail Construction <br /> Trail construction has ended for the season. While the majority of the work has been completed, <br /> there are a few items that have not been finished. Engineer Stonehouse and I have identified a <br /> I punch list of items that need to be completed. This list includes; seeding along the trail from the <br /> I Arden Vista cul-de-sac north to City Hall, extending one of the drainage pipes, repairing and <br /> patching several areas oftrail that have eracked due to soft spots or steep side slopes. I anticipate <br /> I that this work will have to be completed in the Spring of 1997. Therefore, the next pay estimate <br /> will not be a final payment. The engineer and I have agreed to retain a portion of the contracted <br /> .. amount to ensure that the contractor finishes this work as quickly as possible next Spring. I <br /> anticipate that the second pay estimate will be on the December 9 City Council agenda. <br /> I The Bailey's at 1470 Arden Vista Court have planted landscape along the trail. A portion of <br /> their plantings are within the City's easement. I had asked them to keep all plantings 2-3 feet <br /> away from the trail in the event that any maintenance needed to be done on the trail. The trees <br /> I that were planted are not in the way now, but may be in the future it they fill out and are not <br /> trimmed. If it gets to be a problem, I plan to remind the property owners that trimming these <br /> trees will be their responsibility. <br /> I O'Meara Outlot <br /> Attorney Filla has spoken to Mr. O'Meara regarding the transfer of the outlot to the City as a trail <br /> I access easement. Mr. O'Meara has indicated that he is willing to convey the property to the City <br /> by Quit Claim Deed but that he is unwilling to pay for any costs associated with the conveyance <br /> I or with the payment of any delinquent taxes. Attorney Filla anticipates that the delinquent taxes <br /> and recording fees will be approximately $300. I will continue to work with Attorney Filla on <br /> getting the deed from Mr. O'Meara unless Brian or I hear otherwise from the Council. The <br /> I Council will be asked to accept this property before the transfer legally occurs. I anticipate this <br /> to be an agenda item in December. <br /> I Recreation <br /> The Winter Recreation Guide is being sent out this week. We are offering some new parent/child <br /> " special events. Residents seem receptive to participating with their children. <br /> I <br />
