<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, May 30, 1989 <br />Page 7 <br /> <br />1988 FINANCIAL <br />REPORT; AUDITOR <br />GARY GRUEN <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator dated 5-26-89 relative to the management <br />report submitted by Auditor Gary Gruen. <br /> <br />Gruen reviewed the 1988 Annual Financial Report and outlined the items listed in <br />his letter of 5-24-89. <br /> <br />Council accepted the financial report submitted and thanked the auditor for his <br />attendance. <br /> <br />Councilmember Mahowald requested a copy of the financial report be forwarded to <br />him. <br /> <br />DRAINAGE DITCH; <br />1556 ROYAL HILLS <br />DRIVE, STALEKAR <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator dated 5-26-89 regarding a request for <br />tree replacement due to construction of the drainage <br />ditch on Royal Hills Drive. <br /> <br />Mrs. Stalekar was present to discuss her request and concerns regarding residents <br />dumping debris and rubbish in the drainage ditch located at the rear of her <br />property. She requested Council consider replacement of the trees that were <br />removed during the construction of the drainage ditch. <br /> <br />Clerk Administrator Berger stated he had advised Mrs. Stalekar it was within the <br />contractor's right to remove the trees because of their presence in the City <br />easement; he directed a letter to Mrs. Stalekar advising she could pursue the <br />matter by submitting a formal request to Council for replacement of the trees. <br /> <br />Mrs. Stalekar requested the ditch be checked regularly by the city personnel and <br />debris be removed. She also advised her sprinkling system was damaged during <br />construction and requested the city pay for repairs. <br /> <br />Engineer Peters recommended the trees not be planted in the easement if Council <br />approves replacement of the trees. He commented the inspector had observed the <br />sprinklers to be located in a different area than the area where construction <br />vehicles accessed the Stalekar property. <br /> <br />Councilmember Mahowald expressed concern that the city would be setting a <br />precedent if the trees were replaced in the city easement. Mahowald and Malone <br />did not favor replacement of the trees. Hansen favored replacement of the trees <br />for screening purposes. <br /> <br />Peters advised there are approximately seven trees remaining in the easement at <br />the rear of the Stalekar property. <br /> <br />Malone moved, seconded by Mahowald, that Council direct <br />the Public Works Supervisor and staff to check on a regular basis and remove <br />debris/rubbish from the drainage ditch located on Royal Hills Drive to keep the <br />ditch free-flowing and further that Council deny the request for replacement of <br />trees at 1556 Royal Hills Drive which were removed during construction of the <br />drainage ditch. Motion carried. (Malone, Mahowald, Growe and Sather voting in <br />favor; Hansen opposed) (4-1) <br />
