DEV'LPMT Council was referred to a memorandum from the Clerk Administrator relative to a draft copy of the Round Lake Development Program and TIF Financing Plans. Financial Consultant Jim Casserly reviewed the Development Program for Development District No.1, including Tax Increment Financing Plans for TIF Districts No. 1 & 2. He stated this matter will be on the 6-12-89 Council agenda for formal action. In discussion it was determined that since three of the Councilmembers would be absent on June 12 there would not be a quorum present to hold the meeting. Attorney Filla suggested the Council reschedule the public hearing to the next regular Council meeting held June 26, 1989. Malone moved, seconded by Mahowald, that Council reschedule the Public Hearing on the Development District No. 1 and the establishment of the Tax Increment Financing Districts No. 1 & 2 to the Regular Council Meeting held June 26, 1989, at 8:30 p.m., at the City Hall. Motion carried unanimously. (5-0) RES. #89-34; APPT. CITY ATTORNEY, FILLA Malone moved, seconded by Hansen, that Council approve Resolution No. 89-34, Appointing Jerome Filla as City Attorney. Motion carried unanimously. (5-0) Attorney Filla expressed his sincere thanks for the Council appointment. 1989 PUBLIC WKS. LABOR CONTRACT Hansen moved, seconded by Malone, that Council approve the 1989 Public Works Labor Contract and authorize the Mayor and Clerk Administrator to execute the contract. Motion carried unanimously. (5-0) CLEVELAND AVE.; SHOULDER PAVING CO. RD. D/STOWE Hansen moved, seconded by Mahowald, that Council approve the expenditure for shoulder paving of Cleveland Avenue, as outlined in the Ramsey County Agreement and authorize the Mayor and Clerk Administrator to execute the Ramsey 89-014. Motion carried unanimously. (5-0) County Agreement No. ESTABLISH ENGR. SELECTION PROCESS Council was referred to a memorandum from the Clerk Administrator relative to selection criteria and point values for the consulting engineer appointment process. Council suggested Items #1 and 2 have a four point value and Item #3 be deleted. It was the consensus of the Councilmembers to review the proposals submitted, list point values and return the information to Clerk Administrator Berger by 6/9/89; Berger was directed to total the Councilmembers point values and schedule three or four candidates for interviews at the 6-19-89 worksession. FEAS. STUDY; LEXINGTON AVE. Council was referred to a memorandum from Berger dated 5-22-89 relative to approval of the final feasibility report for the Lexington Avenue improvement from Co. Road G-2 to Co. Road J. Attorney Filla suggested the Council action include a stipulation that Arden Hills review and approve the executed agreement between Shoreview and the Arsenal for utilities hookup.
