<br />. <br /> <br />. <br /> <br />. <br /> <br />Minutes of the Arden Hills Regular Council Meeting, May 30, 1989 <br />Page 8 <br /> <br />STATUS REPORT; <br />ROUND LK. DEV'LPMT <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator relative to a draft copy of the Round <br />Lake Development Program and TIF Financing Plans. <br /> <br />Financial Consultant Jim Casserly reviewed the Development Program for <br />Development District No.1, including Tax Increment Financing Plans for TIF <br />Districts No. 1 & 2. He stated this matter will be on the 6-12-89 Council agenda <br />for formal action. <br /> <br />In discussion it was determined that since three of the Councilmembers would be <br />absent on June 12 there would not be a quorum present to hold the meeting. <br /> <br />Attorney Filla suggested the Council reschedule the public hearing to the next <br />regular Council meeting held June 26, 1989. <br /> <br />Malone moved, seconded by Mahowald, that Council <br />reschedule the Public Hearing on the Development District No. 1 and the <br />establishment of the Tax Increment Financing Districts No. 1 & 2 to the Regular <br />Council Meeting held June 26, 1989, at 8:30 p.m., at the City Hall. Motion <br />carried unanimously. (5-0) <br /> <br />RES. #89-34; <br />APPT. CITY <br />ATTORNEY, FILLA <br /> <br />Malone moved, seconded by Hansen, that Council approve <br />Resolution No. 89-34, Appointing Jerome Filla as City <br />Attorney. Motion carried unanimously. (5-0) <br /> <br />Attorney Filla expressed his sincere thanks for the Council appointment. <br /> <br />1989 PUBLIC WKS. <br />LABOR CONTRACT <br /> <br />Hansen moved, seconded by Malone, that Council approve <br />the 1989 Public Works Labor Contract and authorize the <br />Mayor and Clerk Administrator to execute the contract. <br />Motion carried unanimously. (5-0) <br /> <br />CLEVELAND AVE.; <br />SHOULDER PAVING <br />CO. RD. D/STOWE <br /> <br />Hansen moved, seconded by Mahowald, that Council approve <br />the expenditure for shoulder paving of Cleveland Avenue, <br />as outlined in the Ramsey County Agreement and authorize <br />the Mayor and Clerk Administrator to execute the Ramsey <br />89-014. Motion carried unanimously. (5-0) <br /> <br />County Agreement No. <br /> <br />ESTABLISH ENGR. <br />SELECTION PROCESS <br /> <br />Council was referred to a memorandum from the Clerk <br />Administrator relative to selection criteria and point <br />values for the consulting engineer appointment process. <br /> <br />Council suggested Items #1 and 2 have a four point value and Item #3 be deleted. <br /> <br />It was the consensus of the Councilmembers to review the proposals submitted, <br />list point values and return the information to Clerk Administrator Berger by <br />6/9/89; Berger was directed to total the Councilmembers point values and schedule <br />three or four candidates for interviews at the 6-19-89 worksession. <br /> <br />FEAS. STUDY; <br />LEXINGTON AVE. <br /> <br />Council was referred to a memorandum from Berger dated <br />5-22-89 relative to approval of the final feasibility <br />report for the Lexington Avenue improvement from Co. Road <br />G-2 to Co. Road J. <br /> <br />Attorney Filla suggested the Council action include a stipulation that Arden <br />Hills review and approve the executed agreement between Shoreview and the Arsenal <br />for utilities hookup. <br />
