<br />Minutes of the Arden Hills Council Worksession, June 19, 1989 <br />Page 2 <br /> <br />FINANCE (Cont'd) <br /> <br />Councilmember Malone stated that any additional ideas <br />or input from Council would be appreciated. <br /> <br />. <br /> <br />Mayor Sather advised that he would be meeting with <br />Mayors from the cities of Mounds View, New Brighton and <br />Shoreview to discuss the possibility of jointly hosting <br />the Star of the North Games in the northern suburbs in 1991; the event is a <br />sports festival which will be held this year in the city of Burnsville and next <br />year in the city of Rochester. He noted there are approximately 15,000 <br />participants and the event could present some economic opportunities to the <br />communities involved. <br /> <br />STAR OF NORTH GAMES; <br />JOINT REC. PROGRAM <br /> <br />Sather indicated that if the cities were named to host the event in 1991 it may <br />speed negotiations with TCAAP for use of the proposed recreational land at the <br />arsenal. <br /> <br />Councilmember Mahowald favored the concept; suggested the city of Blaine be <br />included as a host city. He questioned if the Parks Committee should review the <br />matter at this time. <br /> <br />Mayor Sather advised some of the events may have to be moved to Blaine; suggested <br />discussion to include Blaine remain open at this time and be brought up again <br />should the need arise to utilize facilities in Blaine to accommodate <br />participants. <br /> <br />Sather advised the Parks Committee are in the processing of working together on <br />the arsenal project and it may be wise to have the committees begin compiling an <br />inventory of facilities and project if the inventory of facilities would change <br />in the next two years. <br /> <br />. <br /> <br />DISCUSSION; <br />GENERAL FUND <br /> <br />Councilmember Hansen requested information relative to <br />the deficit in the General Fund. <br /> <br />Clerk Administrator Berger advised the deficit is related to the delay in receipt <br />of the General Tax Revenue payment; there is approximately a 30 day time gap. <br /> <br />CITY COMMITTEES; <br />RESPONSIBILITIES <br /> <br />Councilmember Hansen reported the Public Safety/Works <br />expressed concern that the Council has not referred <br />any items to the committee for study; examples were the <br />construction on Oak Avenue and the selection of a consulting <br /> <br />storm sewer <br />engineer. <br /> <br />Hansen suggested Council determine whether the committees should be utilized as <br />they have been in the past, change the committees functions or disband the <br />committees. <br /> <br />Mayor Sather explained he had committed to Council at the beginning of the year <br />that the committees would no longer be the f1dumping ground" for items the Council <br />did not want to deal with. <br /> <br />Sather suggested each Council liaison prepare ideas and charges for channeling <br />the energies of their respective committees in positive directions, such as the <br />letter submitted by Councilmember Malone regarding the Finance Committee; the <br />letters could be discussed at the July Council Worksession. Another consideration <br />would be utilization of Ad Hoc committees. <br /> <br />. <br />
