3) Building Area Elevation: Variance to decrease the required building area <br />elevation to allow for a building area elevation of 881.1 feet rather than 883.1 <br />feet as required by code. <br />4) Front Yard Setback: Variance to decrease the required front yard setback to <br />allow 1.9 feet from the property line rather than 40 feet as required by code. <br />The existing single-family dwelling encroaches 4.8 inches (A feet) into the <br />Right -of -Way. <br />5) Rear Yard Setback: Variance to decrease the rear yard setback and structure <br />setback from Ordinary High Water Level to allow 11.2 feet from the proposed <br />principal structure instead of 50 feet as required by code. The existing single- <br />family dwelling principal structure has an existing setback of 9 feet from <br />Ordinary High Water Level. <br />6) Shore Impact Zone: Variance to construct a portion of the proposed dwelling <br />within the Shore Impact Zone which is the area between Ordinary High Water <br />Level and 50 percent of the structure setback. For Lake Johanna, this is the area <br />25 feet from Ordinary High Water Level and structures are prohibited. The <br />existing dwelling structure is located within the Shore Impact Zone. <br />7) Permeable Surface Credit: Variance to exceed the ordinance requirement for up <br />to five percent of a lot's required landscaped area to be covered with pervious <br />hard surfaces. <br />8) Structure Coverage: Variance to exceed the ordinance requirement for the <br />structure coverage to allow 33 percent rather than 25 percent maximum as <br />permitted by code. The currently developed property has a structure coverage <br />of 48 percent. <br />9) Floor Area Ratio: Variance to exceed the ordinance requirement for floor area <br />ratio to allow .44 rather than .3 maximum as permitted by code. The existing <br />dwelling has a floor area ratio of .65. <br />Background <br />1. Site Conditions <br />The 1622 Lake Johanna Blvd is currently developed with a single-family residential dwelling with <br />an attached garage (1,716 SF). The property was originally developed as a lakeshore cottage in <br />1939. In 1965, the City approved a request to remodel the cottage at the 1622 property and <br />variances were granted for the remodeling of the structure which exists today. The nature of the <br />variances granted were not identified in applicable building permits. The 1622 and 1624 Lake <br />Johanna Blvd properties are existing platted lots of record that were platted in 1948, after the <br />original cottage was developed on the 1622 Lake Johanna Blvd property. <br />1622 Lake Johanna Blvd is considered nonconforming with current ordinance requirements for lot <br />area, lot depth, building area elevation, lot coverage, and front yard and rear setbacks for single- <br />family residential properties zoned R-1 as well as residential properties located within the <br />Shoreland District. The dwelling was constructed prior to the platting of the lot and received <br />variances for the remodeling to the structure. The lot area for the 1622 parcel is 4,415 square feet <br />with an existing impervious surface coverage of 2,931 square feet (66.39 percent) and structure <br />coverage of 2,118 square feet (48 percent). The 1624 parcel is undeveloped and has a lot area of <br />3,957 square feet. The average lot depth for the two parcels is approximately 49 feet. <br />Page 2 of 18 <br />
