July 10, 1989 Council Minutes, Page Three

.

Ayes: 4
Nays: 0

Malone moved, seconded by Growe, to approve the amended Professional
Engineering Services Contract between Maier Stewart and Associates and the
City of Arden Hills.

Ayes: 4
Nays: 0

Administrator Berger noted that MSA is now
involved with the sewer odor problem of Mr. George
Salitros and his neighbor to the north. Terry
Maurer of MSA noted that this problem appears to have developed in the
sewer line as the sewage ponds and builds up a sludge layer. He felt that
repairing the off-set joint connections could help in removing the odor,
but cautioned that it may not totally remove the odor. If this repair
does not help, he believes there are other options that could be tried.

HAMLINE AVE.
ODOR UPDATE

Mahowald asked what the probability is that this is the cause of the
odor. Maurer noted that it is highly probable, but roof venting could
also be contributing to the odor problem.

.

Malone asked how far apart the off-set joints are. Maurer responded that
they are in close proximity and are 2-4 inch diameter pipes. Malone asked
why this was not noted previously. Public Works Supervisor Raddatz noted
that this did not show on the earlier tape, but showed up on the new video
tape of the sewer line taken on June 25.

Growe noted that this problem has been going on for a long time and she
moved to authorize staff to repair the off-set joints in the sewer line,
as recommended by MSA. Mahowald seconded the motion.

Ayes: 4
Nays: 0

Malone asked for a cost estimate for the repair work and Maurer noted that
it would probably take 16 manhours of work and that City crews could do
the repair. Public Works Supervisor Raddatz concurred that his crew could
do the work, but thought it may not be in the City's best interest. He
noted that the pipe is not broken, just mis-aligned, and the work could
probably be done for a few thousand dollars.

GREY FOX ROAD
ALIGNMENT/S'VIEW

Administrator Berger noted that this matter had
been tabled from the June 26 Council meeting to
allow MSA time to review the request from
Shoreview. Terry Maurer distributed a memo he had prepared in response to
the City's request and noted that the optimum alignment for any
intersection is 90 degrees. If this was not feasible, the next best would
be 80 to 90 degrees. It appeared that the proposed alignment would be 78
degrees, due to land constraints of the church on the corner in
Shoreview. He felt the 78 degrees would be acceptable.

.
