July 10, 1989 Council Minutes, Page Four

.

Malone asked if the plan could be amended to remove the kink in the
intersection. The church is on the Shoreview side and that is the reason
for the kink.

Mayor Sather felt the Council should only approve a 90 degree intersection
and send the reconunendation back to Shoreview to see what happens. Growe
agreed with the 90 degree intersection between Grey Fox Road and
Lexington.

Malone moved, seconded by Growe to direct the City Administrator to notify
Shoreview that Arden Hills' preference is for the intersection to remain
at a 90 degree angle.

Ayes: 4
Nays: 0

.

STOP SIGN REQUEST Council acknowledged receipt of a request from
Gerald Moore, Cardiac Pacemakers, Inc., for the
installation of a stop sign at County Road F and Fernwood (which had been
removed a month ago, after completion of 1-694 construction). Mr. Moore
was present and noted that CPI employees had been used to having the stop
sign for the last year and were now having difficulty exiting the parking
lot. He noted that there had not been any accidents, but there had been
"near-accidents". Moore noted that large trees also contribute to the
problem as the visibility is reduced. He also noted that the speed limit
in one direction is 45 mph, and the other direction it is 40 mph.

Mahowald noted that a traffic study is to be completed in conjunction with
the CPI master plan and that should dictate whether a stop sign is needed
in that location.

City Engineer Maurer indicated that the traffic study could be completed
in time for the next City Council meeting on July 31.

STREET LIGHT REQUEST Mr. Craig Hjelle, from Bethel College, was
present to request installation of a street light
at Bethel's western entrance where it meets old Snelling Avenue. Mr.
Hjelle noted that he spoke with Ramsey County to request a light, but the
County said this does not meet their criteria for installation.

Malone noted that it is the City's plan to light all major collector
streets in the City, but that private roads are not included in future
street lighting plans. Malone noted that this is a request for a private
street and any lighting would be Bethel's responsibility. Mr. Hjelle
thanked the Council for the opportunity to discuss this with them.

.

WATER TOWER UPDATE Council acknowledged receipt of a memo from
Administrator Berger relative to the volume of
water in the new water tower, noting that recently it was only 1/3 full.
Public Works Supervisor Raddatz stated that at one point last week, there
was only four feet of water in it, or 108,000 gallons. He noted that
350,000 to 500,000 gallons is typical and that once there was 750,000
gallons of water in it. Raddatz pointed out that Roseville is now using
