<br /> Minutes of the Arden Hills Regular Council Meeting, 10-30-89 <br /> - Page 2 <br /> BID AWARD (Cont'd) Buckley advised the gross vehicle weight accounted for <br /> the discrepancy in the bid amounts. He stated he would <br /> check with the State to determine if the sales tax applies to the truck and <br /> . equipment and report back to Council. <br /> Malone moved, seconded by Growe, that Council award the <br /> bid for purchase of a North Star International Truck chassis as per <br /> specifications to North Star International Truck, Inc. , for their apparent low <br /> bid of $24,658.58, and to Engle Fabrication, Inc. , for purchase of the water tank <br /> at a bid price of $18,320.00. Motion carried unanimously. (4-0) <br /> PARK DEDICATION; Park Director Buckley advised Council the Continental <br /> CONTINENTAL DEVPMT Development apartment project park dedication issue was <br /> APTS. , HWY 10 & discussed by the Parks Committee at their last regular <br /> PARK SHORE DRIVE meeting. <br /> The Park Committee concurred to recommend the proposed trailway system/emergency <br /> vehicle access drive not be dedicated as a public pathway; preferred a land <br /> dedication which allows access to existing park property adjacent to the west of <br /> this site. <br /> Buckley noted that the Subdivision Ordinance specifies a higher percentage of <br /> park dedication may be requested with a higher density development; commented the <br /> park dedication may be a combination of land and cash to accomplish the higher <br /> percentage outlined in the Ordinance. <br /> DRAFT DEMOLITION Council was referred to a memorandum from the Clerk <br /> BID SPECIFICATION; Administrator relative to the draft bid specifications <br /> . KEM MILLING BLDGS. for demolition of the KEM Milling buildings dated <br /> 10-27-89. <br /> Berger advised he had contacted the League of Minnesota Cities in an attempt to <br /> locate a "model" bid specification for demolition and there was none available. <br /> He received a copy of specifications for demolition from the City of New Brighton <br /> and made some revisions to reflect Arden Hills requirements for this site. <br /> The Clerk Administrator recommended the specifications be reviewed by the City <br /> Engineer, Delta Environmental Engineers and the City Attorney prior to <br /> advertising for bids. <br /> Councilmember Malone questioned if any information has been received from Delta <br /> Environmental on removal of the underground storage tanks. <br /> Berger stated Delta personnel is preparing two separate proposals for removal of <br /> the underground storage tanks and site clean up; they are also checking into <br /> funding available for removal of the underground storage tanks. <br /> Malone expressed concern that the building demolition be handled expediently due <br /> to the recent fire at the site. <br /> Malone moved, seconded by Growe, that Council authorize <br /> the Clerk Administrator to develop the final bid specification document, subject <br /> to review by the City Engineer, City Attorney and Delta Environmental Engineer <br /> . and advertise for bids for demolition of the buildings at the KEM Milling site, <br /> 619- 14th Street Northeast, Arden Hills. Motion carried unanimously. (4-0) <br />
